1 General
1.0.1 This Standard is formulated in order to implement "Shanghai Barrier-free Facilities Construction and Use Management Method" (Shanghai People’s Government Order No.1 in 2003), accelerate the steps of the barrier-free facilities construction and make the barrier-free environments keeping a line with the international advanced level and adapting to the actual state in present stage.
1.0.2 This standard is applicable to new urban road, public building and residential building. Rebuilt or extended urban road, public building and residential building may be applied by reference.
1.0.3 The barrier-free design for urban road and building must strictly comply with the relevant policies, guidelines, laws and regulations, and be carried out under the guiding ideology "providing the vulnerable groups like persons with handicaps and the elderly with service as perfect as possible" on the design discipline "safety, application, economy and esthetic appearance".
1.0.4 The barrier-free design for urban road and building shall meet the requirements in master city plan, and be in harmony with the surrounding environment.
1.0.5 The barrier-free design for urban road and building shall adopt new technology, process, material and products, and promote the localization, standardization, seriation and variegation of the relevant products.
1.0.6 The barrier-free design for urban road and building shall meet the requirements of the current relevant standards of the country, the industry, and Shanghai.
