This standard is formulated with a view to implementing Environmental Protection Law of the People's Republic of China, Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution and Regulations of Shanghai Municipality on Environmental Protection, strengthening the emission control of air pollutants for boilers, promoting the technological progress and sustainable development of the industry, improving the environmental quality and protecting human health in combination with the actual situation of Shanghai Municipality.
This standard specifies the emission limits, monitoring and supervising requirements for air pollutants for boilers.
This standard was issued in 2007 as first edition, its first revision was issued in 2014, and this is the second revision.
The following main changes have been made with respect to DB31/387-2014:
——the classification of boilers in emission limits is adjusted;
——the requirements for pollutant emission control are improved.
This standard serves as the basic requirements for the emission control of air pollutants for boiler. In case the requirements of environmental impact assessment documents or pollutant emission permits are stricter than this standard, the approved environmental impact assessment documents or issued pollutant emission permits shall prevail.
This standard was revised by Shanghai Municipal Environmental Protection Bureau.
This standard was approved by Shanghai Municipal People's Government on May 21, 2018.
This standard was implemented from June 7, 2018.
Shanghai Municipal Environmental Protection Bureau is in charge of the explanation of this standard.
Emission standard of air pollutants for boilers
1 Application scope
This standard specifies the emission control requirements, monitoring, and implementation and supervision of standard of air pollutants for boilers.
This standard is applicable to the management of emission of air pollutants for boilers, as well as the environmental impact assessment, the design of environmental protection facilities, the environmental protection completion acceptance, the issuance of pollutant emission permits and the management of the emission of air pollutants after putting into operation of the constructed, renovated and expanded projects.
This standard is applicable to steam boilers, hot water boilers and organic heat carrier boilers with output of single set less than 65t/h. The boilers using alcohol ether fuels (such as methanol, ethanol, dimethyl ether, etc.) shall be implemented by reference to the gaseous fuel boilers in this standard.
This standard is not applicable to boilers fueled by household wastes, hazardous wastes and other non-hazardous wastes.
This standard is applicable to the legal pollutant emission behaviors. The site selection of the newly-set pollution source and the management of the current pollution source in special protected areas shall be conducted in accordance with the relevant provisions specified in such laws, regulations and rules as Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People's Republic of China on Evaluation of Environmental Effects, Regulations of Shanghai Municipality on Environmental Protection, and Regulations of Shanghai Municipality on Prevention and Control of Air Pollution.

3 Terms and definitions
For the purpose of this standard, the following terms and definitions apply.
3.1
boiler
the equipment that heats water or other working media (such as organic heat carrier, etc.) with the help of heat energy released from fuel combustion or from other sources to produce steam, hot water or other working media with specified parameters (temperature, pressure) and quality for industrial production and/or civil use The rated output (heat production) of a boiler is generally expressed in two units, namely, heat power and evaporation. The units of heat power and evaporation are MW (megawatt) and t/h (ton/hour) respectively. The conversion relation is 0.7 MW equivalent to 1 t/h
3.2
gaseous fuel
fuels in gaseous state during combustion, such as natural gas, coke oven gas, blast furnace gas, etc.
3.3
standard condition
gaseous condition at the temperature of 273 K and the pressure of 101325 Pa, referred to as "standard condition". The emission concentrations specified in this standard refer to the values in dry flue gas under standard conditions
3.4
O2 content
spare free oxygen contained in the smoke plume after combustion of the fuel, which is usually expressed with dry basis volume percentage
3.5
stack height
height from the ground plane where the stack (or boiler room) is located to the stack outlet
3.6
new and in-use boiler
new boiler: constructed, renovated, extended boiler construction project of which the environmental impact assessment document has been approved before the implementation date of this standard. in-use boiler: boilers that have been established and put into production and whose environmental impact assessment documents have been approved before the date of implementation of this standard
4 Requirements for emission control of air pollutants
