In order to strengthen the prevention and control of water pollution in Tianjin, protect and improve the water environment, safeguard human health and promote the sustainable development of environment, economy and society, DB12/356-2008 Integrated wastewater discharge standard was revised according to the Law of the People's Republic of China on Prevention and Control of Water Pollution and the Regulations of Tianjin on Prevention and Control of Water Pollution.
The following main changes have been made after the revision of this standard:
——the application scope of standard has been adjusted;
——70 pollutant control indicators have been added, so that the control items were increased from 5 in the original standard to 75;
——the discharge limits for some pollutants have been tightened;
——provisions on negotiated discharge have been added.
This standard is the basic requirement of water pollutant discharge control. If the requirements of environmental impact assessment document or pollutant discharge permit are stricter than this standard, the approved environmental impact assessment document or pollutant discharge permit shall be followed.
This standard is developed in accordance with the rules given in GB/T 1.1-2009.
This standard was proposed by and is under the jurisdiction of Tianjin Municipal Environmental Protection Bureau.
This standard was approved by Tianjin People's Government in January 2018.
This standard was firstly issued in January, 2008 and is revised for the first time.
Integrated wastewater discharge standard
1 Application scope
This standard specifies the terms and definitions of wastewater discharge, corresponding standard grading, requirements for pollutant discharge control, requirements for pollutant monitoring, implementation and supervision, etc.
This standard is applicable to the discharge management of water pollutants from existing pollutant discharge units in Tianjin, as well as the environmental impact assessment of construction projects, the design of environmental protection facilities of construction projects, the completion acceptance and the discharge management after putting into service.
This standard is applicable to pollutant discharge behaviors allowed by law. The site selection of the pollution source set newly and the management of the current pollution source in the special protected zone shall be executed in accordance with the relevant provisions of laws, regulations and rules such as Law of the People's Republic of China on Prevention and Control of Water Pollution, Marine Environment Protection Law of the People's Republic of China and Law of the People's Republic of China on Environmental Impact Assessment.
Since the comprehensive discharge standard and the professional discharge standard are not implemented alternately, where there is a national or provincial professional water pollutant discharge standard, the corresponding professional water pollutant discharge standard shall be implemented according to its application scope, while the water pollutant discharge from other pollutant discharge units shall comply with this standard.
The discharge control requirements of water pollutants specified in this standard are applicable to the behaviors of the discharge units discharging water pollutants, directly or indirectly, out of their legal boundaries.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.

new (rebuilding, extending) construction units
new (rebuilding, extending) construction units whose environmental impact assessment documents have been approved from the date of implementation of this standard
3.2
existing units
existing units that have been constructed and put into operation or whose environmental impact assessment documents have been approved before the date of implementation of this standard
3.3
wastewater
general term for water discharged during production and living activities
3.4
drainage amount
volume of wastewater discharged from production facilities or enterprises to outside the legal boundaries of enterprises, including various wastewater (including domestic sewage and cooling wastewater in plant area and the water discharged from boilers and power plants in plant area) discharged out, which are directly or indirectly related to production
3.5
direct discharge
behavior that the discharge units directly discharge water pollutants to the environmental water
3.6
indirect discharge
behavior that the discharge units discharge water pollutants to public wastewater treatment plant
3.7
public wastewater treatment plant
enterprise or organization collecting wastewater through sewage pipes (canals), providing wastewater treatment service for more than two discharge units, and whose drainage is able to meet the requirements of relevant discharge standards; it includes municipal wastewater treatment plants and areas (including all kinds of industrial parks, development areas, industrial clusters, etc.) of various scales and types with the wastewater treatment degree reaching Level II or above

all kinds of industrial parks, development areas, bonded areas, export processing zones, eco-industrial parks and industrial clusters with clear geographical boundaries approved by the state or Tianjin
4 Standard grading
4.1 This standard is classified by different discharge destinations and functions of wastewater into three levels, of which the first and second levels are direct discharge standards, and the third level is indirect discharge standards.
4.2 Wastewater discharged into water bodies above Class IV (inclusive) in GB 3838 and water bodies within its catchment scope, as well as wastewater discharged into Class II and Class III sea areas in GB 3097, shall be subject to Level I standard.
4.3 Wastewater discharged into Class V water body in GB 3838 or water bodies in sewage control areas and their catchment areas, as well as wastewater discharged into Class IV sea areas in GB 3097 shall be subject to Level II standard.
4.4 Wastewater discharged into public wastewater treatment plant shall be subject to Level III standard.
5 Requirements for pollutant discharge control
5.1 The new (rebuilding, extending) construction units shall implement the discharge limits of this standard from February 1, 2018; existing units shall implement the discharge limits of this standard from January 1, 2019. The discharge limits of the original standard DB12/356-2008 are implemented before December 31, 2018.
5.2 Standard limits
In this standard, the discharged pollutants are classified, by their properties and control methods, into two categories.
5.2.1 Class I pollutants
Regardless of industry and wastewater discharge mode, samples shall be taken at the drainage outlet of workshop or workshop treatment facilities, and the maximum acceptable discharge concentration shall meet the requirements of Table 1 (the outlet of tailings dam in mining industry shall not be regarded as the drainage outlet of workshop). For the discharge of wastewater containing radioactive materials, in addition to this standard, it shall also comply with the requirements of GB 18871.
