1. Application Scope
This implementation rule is applicable to compulsory certification of telecommunication terminal equipment.
The telecommunication terminal equipment refers to telecommunication equipment connects with the terminal of public telecommunications network and provides information transmission and receiving for the users. Telecommunication terminal equipment in this implementation rule includes: terminal of fixed-line telephone, cordless telephone, mobile users, ISDN, data (card included) and multimedia as well as group telephone, fax machine and modem (card included).

4.1 Certification Application
4.1.1 Application unit division
4.1.1.1 Certification application is based on product model in principle.
Products of the same manufacturer and model but different factories are divided into different application units. Type test shall be carried on samples produced by one factory. Other factories shall provide samples and relevant information for consistency verification by the certification authority if necessary.
4.1.1.2 Products with the same electricity structure, safety member and components (with * in Appendix 3) which has great influence to the electromagnetic compatibility can be applied for certification as one unit, and the specific model of products in one unit shall be explicitly marked in principle. Specific division description of product certification application is detailed in the Appendix.
4.1.2 Document information submitted for application
Formal application shall be submitted while applying for certification, and the following document are needed:
(1) electric schematic diagram (like diagram for the power section) relevant to safety and electromagnetic compatibility test and/or system diagram/mounting structure diagram of the complete machine;
(2) list of critical element and/or main raw material;
(3) Chinese operating instruction
(4) Chinese nameplate and warning marking;
(5) difference description of every model of products within the same application unit;
(6) other necessary documents (like maintenance manual).
4.2 Type Test
4.2.1 Sample delivery for type test
4.2.1.1 Sample delivery principle
Where only one model is consisted in the application unit, sample of that model shall be delivered.
Where the series product is applied for certification as one application unit, representative types shall be selected. The selected sample shall meet the safety requirements of the series product. If not, other products within the application unit shall be selected and delivered for supplementary test.
