Article 1 This rule is formulated in accordance with the Supervision Administration Regulation for Manufacture Licensing of Boiler and Pressure Vessel (hereinafter referred to as Administration Regulation) to strengthen the supervisory inspection for safety performance of boiler and pressure vessel products and ensure effective supervisory inspection.
Article 2 This rule is applicable to supervisory inspection for safety performance of boiler and pressure vessel products and their parts listed in the Administration Regulation.
Article 3 The supervisory inspection for safety performance of the boiler and pressure vessel products produced by domestic manufacturer shall be performed by the qualified inspection agency accredited by Special Equipment Safety Supervision Department of Provincial Quality and Technical Supervision Bureau (hereinafter referred to as supervisory inspection agency) at the place where the manufacturer is located.
Supervisory inspection for safety performance of boiler and pressure vessel products produced by manufacturer outside China shall be performed by the qualified inspection agency accredited by Special Equipment safety supervision Department under the General Administration of Quality Supervision, Inspection and Quarantine of the People’s Republic of China (hereinafter referred to as AQSIQ). Supervisory inspection agency should supervise and inspect the products that are within their qualified scope.
Article 4 Boiler and pressure vessel manufacturer receiving supervisory inspection (hereinafter referred to as supervised manufacturers) must hold manufacture license for boiler and/or pressure vessel or obtain the approval for trail-produced the products from Special Equipment Safety Supervision Department at provincial or national.
Supervisory inspection of boiler and pressure vessel products shall be performed on the site and in the course of manufacturing. The supervisory inspection is a verification inspection to the acceptable products being inspected by the supervised manufacturers themselves (hereinafter referred to as self-inspection). The supervisory inspection shall not be taken the place of the self-inspection of the supervised manufacturers. The supervisory inspection agency shall be responsible for the quality of the supervisory inspection they have undertaken.
Supervisory inspection for safety performance of the boiler and pressure vessel products produced by the manufacturers outside China may be performed after the products arrive at the border, if supervisory inspection on the production site is not arranged or is inconvenient.
Article 5 The supervisory inspection shall base on the Regulations and Rules, such as, Technical Supervision Regulation for Safety of Steam Boiler, Regulation on the Safety Supervision of Heating Boiler, Regulation on the Safety Supervision of Organic Fluid Boiler, Supervision Regulation on the Safety Technology for Pressure Vessel, Regulation on the Safety Supervision of Ultrahigh Pressure Vessel, Rules on the Safety Supervision of Baric Oxygen Chamber for Medical Treatment, Regulation on the Safety Supervision of Liquefied Gas Tank Car, Regulation on the Safety Supervision of Gas Cylinder, Regulation on the Safety Supervision of Dissolved Acetylene Gas Cylinder, and existing related standards, specifications and design documents, etc..
Article 6 The supervisory inspection include both the supervisory inspection of the items concerning safety performance of boilers and pressure vessels during manufacturing and the implementation of quality system for boilers and pressure vessels production of the supervised manufacturer.
Article7 During the course of supervisory inspection, if any disagreement occurs between the supervised manufacturer and the supervisory inspection agency, the supervised manufacturers in China should submit the case to the local safety supervision department at city or above where the manufacturers are located. If necessary, supervised manufacturers can appeal to the superior Safety Supervision Department. The supervised manufacturers outside China should appeal to the Safety Supervision Department of AQSIQ.
