1.1 Quality policies and objectives
Quality policies and objectives shall be approved by legal representative (or authorized agent) and be documented formally. They shall meet the following requirements:
(1) They shall conform to the practical situation of the organization and such as requirements as range and characteristics of the licensing projects and safety performance of the special equipment;
(2) Quality policies shall reflect the organizations' commitment to safety performance and continuous quality improvement of the special equipments and designate the quality direction and objectives pursued by the organization;
(3) Quality objectives shall be quantified and decomposed, be fulfilled in various quality control systems and by all the departments and responsible personnel concerned. In addition, they shall be examined periodically.
1.2 Quality assurance system organization
According to the characteristics of the licensing projects and practical situation of the organization, quality assurance system organizations shall be established to exercise the management responsibilities for safety performance of the special equipment independently.
1.3 Responsibilities and authorities
The legal representative shall be responsible for safety and quality of the special equipment. The engineers and various personnel responsible for the quality control system also shall be appointed. Quality assurance engineers shall be members at the management level. They shall have licensing project-related professional knowledge and the management responsibilities and authorities for the establishment, implementation, maintenance and improvement of the quality assurance system.
Appoint personnel responsible for the quality control systems (for instance design, materials, process, welding, machining, metallic structure manufacture, electric control system manufacture, heat treatment, non-destructive inspection and testing, installation and debugging, and other main process control systems), specify the responsibilities and authorities of those responsible personnel and relevant personnel requiring to implement and guarantee the safety performances of the special equipment independently; define the control and coordination measures for working interfaces between various quality control systems, between the quality assurance engineers and various responsible personnel for the quality control systems, and between the responsible personnel for the quality control system.
