TSG T7001:2023 Regulation for Lift Supervisory Inspection and Periodical Inspection English
1.1 Purpose and basis
This regulation is formulated according to the Practices of special equipment safety law of the People's Republic of China and Regulations on safety supervision of special equipment with a view to standardizing the lift supervisory inspection and periodical inspection, and improving the lift quality and safety level.
1.2 Application scope
This regulation is applicable to the special equipment inspection agencies (hereinafter referred to as inspection agencies) approved to engage in lift supervisory inspection and periodical inspection of the lifts within the scope of the Catalogue of Special Equipment, as well as lift manufacturers (including manufacturing, installation, renovation and repair), maintenance units and users, they shall abide by the provisions of this regulation.
1.3 Special cases
For the lifts produced with new materials, new technologies and new processes approved by the department in the State Council in charge of safety supervision and management of special equipment, inspection shall be carried out in accordance with relevant requirements.
2 General requirements
2.1 Basic requirements
Inspection agencies shall inspect the lifts according to the Contents, Requirements and Methods of Lift Inspection (see Annex A hereof) and the following requirements:
(1) During installation supervisory inspection, the applicable items listed in Table A1-6, Table A2-3 or Table A3-1 in Annex A to this regulation shall be inspected;
(2) During supervisory inspection in renovation or major repair, the applicable items listed in Table A1-, Table A2-3 or Table A3-1 of Annex A to this regulation shall be inspected according to the requirements of supervisory inspection, and the applicable items other than those listed in Table A1-7, Table A2-4 or Table A3-2 shall be inspected according to the requirements of periodical inspection;
(3) During periodical inspection, the applicable items listed in Table A1-7, Table A2 -4 or Table A3-2 in Annex A to this regulation shall be inspected.
2.2 Inspection operation instructions
Inspection agencies shall, in accordance with this regulation, formulate inspection operation instructions covering inspection procedures, contents, requirements and methods [including operation procedures for audio-visual records (see Articles 3.3 and 4.4 of this regulation)] and inspection record formats and filling requirements, so as to guide specific inspection work.
2.3 Inspection instruments and equipment
Inspection agencies shall have instruments and equipment suitable for the requirements of this inspection, and shall conduct verification or calibration in accordance with relevant regulations.
Before on-site inspection, the inspector(s) shall confirm that the instruments and equipment are in good condition.
2.4 Inspection conditions
Inspector(s) shall confirm whether the inspection site meets the following requirements:
(1) When the whole machine is inspected, the environmental conditions such as power supply voltage, temperature and humidity comply with relevant regulations;
(2) There are no articles and equipment irrelevant to lift operation in the relevant area, necessary group sealing and protection are provided, and warning signs indicating that inspection is being carried out are placed;
(3) The construction unit that conducts lift installation, renovation or major repair (hereinafter referred to as the construction unit) or the maintenance unit that has arranged professionals to cooperate with the inspectors to carry out on-site inspection.
2.5 Inspection safety
In case of conducting on-site inspection, the inspectors shall be equipped with and wear necessary protective articles, and abide by the safety management and operation rules indicated on the inspection site and formulated by the inspection agency.
2.6 Inspection suspension
The inspector may suspend the inspection in any of the following cases, and issue the Notice on Lift Inspection Opinions (hereinafter referred to as the Notice, see Annex B to this regulation) to the construction unit or the user to state the reasons in writing:
(1) The on-site inspection conditions fail to continuously meet the requirements of Article 2.4 of this regulation;
(2) The implementation of inspection may cause danger;
(3) When the whole machine is inspected, the lift cannot operate normally.
2.7 Inspection information
Inspection agencies shall, in accordance with the requirements of special equipment safety supervision and management departments, timely deliver, report or publicize lift inspection information.
2.8 Inspection files
The inspection agency shall timely keep records (see Articles 3.3 and 4.4 of this regulation) the inspection process, Notice (see Articles 2.6, 3.4 and 4.5 of this regulation), Lift Supervisory Inspection Report (see Article 3.7 of this regulation), Lift periodical Inspection Report (see Article 4.9 of this regulation) and other inspection files.
The supervisory inspection files [including relevant audio-visual records (see Article 3.3 of this regulation)] shall be kept for long term; the periodical inspection files shall be kept for at least 6 years, and the audio-visual records of periodical inspection (see Article 4.4 of this regulation) shall be kept for at least 1 year.
3 Supervisory inspection procedure and requirements
3.1 Supervisory inspection procedure
Supervisory inspection procedure, including accepting inspection application, conducting inspections, putting forward inspection opinions, confirming rectification, judging inspection conclusions, issuing inspection reports and using signs.
3.2.1 Accepting applications
The construction unit shall, after fulfilling the notice of construction, submit an application for supervisory inspection to the inspection agency (hereinafter referred to as the supervisory inspection agency) that conducts supervisory inspection, and submit relevant technical materials in accordance with the provisions of Annex A of this regulation. The supervisory inspection agency shall accept the application within 1 working day.
3.3 Conducting inspection
Inspector(s) shall conduct technical data review, physical inspection (including macro inspection, measurement, function verification, etc.) and test on the inspection items applicable to the lift under inspection to determine whether they meet the corresponding requirements.
For the technical data mentioned in Article 3.2 of this regulation, the inspector(s) shall complete the preliminary examination within 2 working days. For the design change certification documents submitted by the construction unit, the inspector(s) shall complete the examination within 1 working day. Follow-up inspection may only be carried out after the examination meets the requirements. In case of the lack of technical data, missing contents or errors, the construction unit shall be informed at one time.
The inspector(s) shall record the inspection truthfully in a standard way complying with the prescribed record format and filling requirements. In addition, they shall make audio-visual records of the relevant test process in accordance with the provisions of Annex A to this regulation. On-site inspection shall be conducted by at least 2 personnel with corresponding inspection qualifications.
3.4 Putting forward inspection opinions
In case of any nonconformity found, the inspector(s) shall issue a Notice to the construction unit, and indicate the problems found and give inspection opinions.
3.5. Confirming rectification
The construction unit shall rectify the nonconformity, and submit the Notice with the treatment results and the rectification witness materials to the supervisory inspection agency.
The inspector(s) shall confirm the rectification by checking the rectification witness materials or by on-site verification; if any nonconformity is still found, it shall be treated in accordance with the provisions of Article 3.4 of this regulation.
3.6 Judging inspection conclusions
If all the inspection items meet the requirements, the inspection is judged as "qualified".
