TSG 91-2021 Regulation on energy conservation and environmental protection technology for boiler
1 General provisions
1.1 Purpose
In order to regulate the energy conservation and environmental protection work for boiler, the Regulation has been developed according to the Special equipment safety law of the People's Republic of China, the Law of the People's Republic of China on Conserving Energy, the Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, the Regulations on safety supervision of special equipment, and the Measures for the supervision and administration of energy conservation in special high-energy consumption equipment.
1.2 Application scope
The Regulation is applicable to any boiler within the scope of the Catalogue of special equipment, and the energy conservation and environmental protection related auxiliary machinery, monitoring and measuring instruments, control systems, etc. (hereinafter referred to as boiler and its system).
The production (including design, manufacture, installation, renovation, repair, similarly hereinafter), sales, import, use, inspection and detection (including test, similarly hereinafter) of a boiler and its system shall meet the requirements of the Regulation on energy conservation; the production, sale and import of a boiler shall meet the requirements of the Regulation on environmental protection.
1.3 Basic requirements for energy conservation and environmental protection of boilers;
Enterprises engaged in the production, sale, import and use of boilers shall not produce, sell, import and use boilers that do not meet the requirements for energy conservation and environmental protection, as well as those that the nation has ordered to be eliminated.
Such enterprises are encouraged to research and apply new materials, technologies and processes to improve the efficiency of energy conversion and utilization of boilers and their systems, and to reduce their emissions of carbon dioxide and air pollutants.
2 Design
2.1 Basic requirements
The design of a boiler and its system shall be in line with the relevant national laws, regulations, safety technical specifications on energy conservation and environmental protection and the relevant standards and requirements. In the design of a boiler and its system, the energy efficiency and the emission standard of air pollutants shall be comprehensively considered for system optimization.
The boiler design documents shall indicate the design thermal efficiency of the boiler under the rated load (evaporation capacity or thermal power, similarly hereinafter), as well as the information on initial emission concentrations of air pollutants such as soot and dust (particulate matters), sulfur dioxide, and nitrogen oxides (Note 2-1). Those not marked or not meeting the requirements of the mandatory indicators, the design document authentication agency will not let them pass the authentication.
Note 2-1: It is not required to provide data on initial emission concentrations of air pollutants from electrically heated boilers, waste heat boilers and waste incineration boilers.
2.2 Design documents
2.2.1 Design calculation
Boiler design calculation shall include strength calculation, thermal calculation, flue gas and air resistance calculation, hydrodynamic calculation (except for natural circulation steam boilers with high pressure), etc., in order to determine the economy of a boiler and its system.
2.2.2 Instructions for design, installation and use
Boiler design specification shall specify the load range for safe and stable operation of a boiler, fuel requirements, fuel consumption, feed (inlet) water temperature, thermal efficiency at rated load, exhaust gas temperature, excess air coefficient, requirements for supporting auxiliary machinery and other indicators, as well as the reference oxygen content, the initial emission concentrations of air pollutants at the rated load of a boiler.
The instructions for installation and use shall include the design overview, installation guidance requirements, economical and environmentally-friendly operation instructions, etc.
2.3 Indicators of main parameters for energy conservation and environmental protection of boilers
2.3.1 Thermal efficiency and initial emission concentrations of air pollutants
The design thermal efficiency of an industrial boiler at rated load shall meet the requirements for the limit values in Annex A to the Regulation, and the other design thermal efficiencies and the initial emission concentrations of air pollutants of boilers not covered by Annex A shall meet the relevant standards and requirements.
2.3.2 Exhaust gas temperature
The exhaust gas temperature of boilers shall be designed with the safety and economy of the boilers comprehensively taken into account, and meet the following requirements at rated loads:
(1) ≤ 170℃ for hot water boilers and steam boilers;
(2) ≤ the inlet medium temperature of 50℃ for organic heat carrier boilers with a rated thermal power of less than or equal to 1.4MW;
(3) ≤ 170℃ for organic heat carrier boilers with a rated thermal power greater than 1.4MW;
(4) To be optimized according to the actual situation and with no quantitative requirements for waste heat boilers and waste incineration boilers
2.3.3 Excess air coefficient
The excess air coefficient at the exhaust vent of a boiler (Note 2-2) at rated load shall meet the following requirements:
(1) ≤ 1.4 for fluidized bed boilers and pulverized coal boilers;
(2) ≤ 1.65 for grate-fired boilers;
(3) ≤ 1.15 for positive pressure liquid-fuel fired boilers and positive pressure gas-fuel fired boilers (Note 2-3);
(4) ≤ 1.25 for negative pressure liquid-fuel fired boilers and negative pressure gas-fuel fired boilers (Note 2-3);
(5) To be optimized according to the actual situation and with no quantitative requirements for waste heat boilers and waste incineration boilers.
Note 2-2: The excess air coefficient at the exhaust vent of a boiler generally refers to the excess air coefficient at the final-level heating surface in thermal calculation.
Note 2-3: ≤ 1.3 for once-through boilers; ≤ 1.4 for blast (coke oven, converter) furnace gas boilers and biomass gas boilers; ≤ 1.6 for surface-combustion boilers.
2.4 Combustion and auxiliary systems
2.4.1 Combustion equipment and furnace chamber structure
The design of combustion equipment and furnace chamber structure shall meet the following requirements:
(1) The design is reasonable, suitable for the design fuel varieties, and able to ensure safe, stable, clean and efficient combustion;
(2) The air distribution equipment for the boiler has a reliable structure, easy to operate, with the air pressure and air volume able to ensure the full combustion of fuel, and able to be adjusted flexibly and effectively;
(3) The combustion equipment of a grate-fired boiler shall have a structure supporting less material leakage, less air leakage, and uniform distribution of material bed thicknesses, and a reasonable cross section ratio for ventilation. Its furnace arch shall be able to effectively distribute the flow of flue gas and heat radiation in the furnace, so as to meet the needs of ignition and intensified combustion of the fuel fed into the furnace, and ensure the stable ignition and burn-out of the fuel.
2.4.2 Heating surfaces
The design of the heating surfaces of a boiler shall meet the following requirements:
(1) Rationally arrange heating surfaces, and select reasonable and economical heat loads and flue gas flow rates for heating surfaces based on the specific fuel characteristics and boiler structure, so as to reduce the flue gas-side resistance;
