Chapter 1General Provisions
Article 1The Regulations was formulated with a view to strengthening supervision and management on civil nuclear safety equipment, ensuring the safe operation of civil nuclear facilities, preventing nuclear accident, assuring the health of workers and the public, protecting environment, and promoting the smooth development of nuclear energy industry.
Article 2The civil nuclear safety equipment in the Regulations refer to the equipment performing nuclear safety function in civil nuclear facilities, including nuclear safety mechanical equipment and nuclear safety electrical equipment.
The catalogue of civil nuclear safety equipment was prepared and issued by the nuclear safety supervision and management department of the State Council jointly with the relevant departments of the State Council.
Article 3The Regulations is applicable to the design, manufacturing, installation and non-destructive testing activities of civil nuclear safety equipment.
The relevant requirements of manufacturing activities of civil nuclear safety equipment are applicable to the maintenance activities carried out by deliveringcivil nuclear safety equipment away from civil nuclear facilities.
Article 4The nuclear safety supervision and management department of the State Council shall supervise and manage the design, manufacturing, installation and non-destructive testing activities of civil nuclear safety equipment.
The nuclear industry competent department and other relevant departments of the State Council shall be responsible for relevant work according to the Regulations and the responsibility assignment specified by the State Council.
Article 5Any organization engaged in the design, manufacturing, installation and non-destructive testing of civil nuclear safety equipment shall establish and improve liability system, strengthen quality management, and also undertake overall responsibility for the design, manufacturing, installation and non-destructive testing of civil nuclear safety equipment activities of civil nuclear safety equipment in which it is engaged.
