Code for design of fire protection for wind farms
1 General provisions
1.0.1 This code is formulated in order to prevent wind farm fires, reduce fire hazards and protect personal and property safety.
1.0.2 This code is applicable to new construction, extension and renovation of onshore wind farms.
1.0.3 Fire protection design of wind farm shall follow the current relevant policies of the state and the industry, consider the specific conditions of the project, proceed from the overall situation, make overall plans, actively adopt new technologies, new processes, new materials and new equipment, so as to achieve safety, serviceability, advanced technology, economy and rationality.
1.0.4 Fire protection design of wind farm shall follow the principle of prevention prioritized, protection combined, and self-rescue based, and, on the basis of strengthened fire monitoring and alarm, make an overall planning for the fire protection measures for key fire protection parts in a wind farm, e.g. wind turbine nacelle and tower, turbine transformer, power cable, main transformer, power distribution equipment room, central control room, relay protection room, DC panel room, battery room, archives room and various warehouses.
1.0.5 In addition to this code, fire protection design of wind farm shall also meet the requirements of the current relevant standards of the state.
2 Terms
2.0.1 production building
the process equipment room fulfilling the functions of power supply, distribution and transformation in the step-up substation
2.0.2 office and life building
the building serving for operation and management of wind farm in the step-up substation
2.0.3 wind turbine generator
a unit, consisting of wind turbine blades, nacelle, tower and control system, that continuously converts wind energy into electric energy
2.0.4 nacelle
a space enclosed by the nacelle cover and supported by the tower, in which there are main shaft assembly, lubrication and heat dissipation system, gearbox, brake system, coupling, generator, hoist, wind vane, anemometer, yaw bearing, yaw drive, nacelle base, lighting system, transmission cables, control cabinet, etc.
2.0.5 tower
a structure supporting the wind turbine blades and the nacelle, which is generally hollow cylindrical, with ladders, lighting systems and transmission cables inside
3 Wind turbine generators and unit transformers
3.0.1 The use of materials shall meet the following requirements:
1 The hydraulic system and lubrication system shall adopt oil products that are inflammable or have a flash point higher than the operating temperature of wind turbine.
2 Flammables in wind turbine shall be supplied with fire protection and kept away from fire source as far as possible.
3 Wind turbine shall select flame retardant cables of flame retardancy, low smoke, low toxicity or corrosion resistance.
3.0.2 The configuration of fire detection and extinguishing system shall meet the following requirements:
1 An automatic fire detection and alarm system shall be set up for the nacelle and the lower part of the nacelle base, the tower and vertical cable bridge, the equipment layer at the tower bottom, and various electrical cabinets of wind turbine.
2 The alarm signaling of the automatic fire detection and alarm system should be linked with the central control system of the wind turbine and transmitted to the monitoring system of the wind farm step-up substation.
3 An automatic fire extinguishing device shall be provided for the nacelle and the lower part of the nacelle base, the hub, the equipment layer at the tower bottom, and various electrical cabinets of wind turbine.
4 The automatic fire extinguishing device shall have alarm and linkage contacts, and transmit alarm signals to the monitoring system.
5 The fire detection alarm and extinguishing device shall consider the characteristics and internal environmental factors of the wind turbine, e.g. temperature, humidity, vibration and dust. Fire extinguishing agent shall be selected according to the type of the flammable.
6 The wind turbine nacelle and the tower bottom shall be equipped with at least 2 portable fire extinguishers respectively.
3.0.3 The configuration of turbine transformer shall meet the following requirements:
1 The turbine transformer arranged in the tower should be a dry-type transformer, which shall be arranged in a separate isolated compartment with fire-resistant partitions and be equipped with automatic fire extinguishing devices. The fire endurance of the fire-resistant partitions shall not be less than 1.00h.
2 The turbine transformer arranged in the nacelle should be a dry-type transformer, which shall be equipped with fire-resistant partitions and automatic fire extinguishing devices. The fire endurance of the fire-resistant partitions shall not be less than 1.00h.
3 The clearance between the turbine transformer separately arranged outside the tower and the tower shall not be less than 10m. When such clearance cannot be guaranteed, a dry-type transformer shall be selected. The turbine transformer attached to the outer wall of the tower shall be a dry-type transformer and be equipped with automatic fire extinguishing devices.
3.0.4 The cables between the wind turbine and the turbine transformer unit and cables in the wind turbine shall be flame retardant cables, and any opening through which a cable passes shall be sealed with incombustible material of a fire endurance not less than 1.00h.
