1 Subject content and applicable scope
1.1 This standard specifies the airport control area and its related security facilities and requirements.
1.2 This standard is applicable to civil air transport airports (including the civil part of the military & civil airport). The construction of security and protection installation in flight training airports may refer to this standard.
1.3 The corresponding security facilities of newly built and expanded airports shall be constructed simultaneously with the main project.

3 Terms
3.1
airport restricted area
designated area in the airport with restricted access according to the security needs which includes the flight area, the passenger isolation area in the terminal building and other areas that need to be controlled by public security
3.2
closed management
combination of containment facilities and effective systems to implement strict control of the airport control area
3.3
regional air transportation
air transport from mainland China to Hong Kong; at present, regional air transport is regarded as international air transport in operation, and passengers, goods and mails transported by civil air on the route must go through the entry and exit formalities of the joint inspection departments
3.4
the civil part of the military & civil airport
the part (runway, taxiway, patrol road, fence, etc.) that is used independently for the transportation of civil passengers and goods or jointly used by the military and civilians
3.5
crash rescue time
the time from the call for rescue to the arrival of the fire department at the rescue site and the earliest effective intervention of fire-fighting vehicles involved in the rescue of plane crash or accident; the requirements of rescue time are: under the conditions of best visibility and the road is clear, the time for fire-fighting vehicles to reach any part of the airport flight area is 2min, and no more than 3min at most

the security inspection operating area
workplaces of safety inspectors in the terminal building (including places for verification, X-ray machine, baggage inspection, unpacking inspection, personal inspection, etc.) and security inspection duty room, etc.
