1 General Provision
1.0.1 This code is formulated in order to standardize the technical requirements of design for computer management and control system of container terminal, improve the design level and quality, and achieve safety and reliability, advanced technology and economic rationality.
1.0.2 This code is applicable to the design for computer management and control system of the constructed, renovated and extended container terminal.
1.0.3 The computer management and control system of container terminal shall be designed synchronously with the terminal project, and the construction scale and content shall be adaptable to that of container terminal.
1.0.4 As for the design for computer management and control system, not only the requirements stipulated in this code, but also those in the current relevant ones of the nation shall be complied with.
2 Fundamental Requirements
2.1 General Rules
2.1.1 The computer management and control system shall cover the overall process of the production operation of container terminal.
2.1.2 The design for computer management and control system shall adopt different management and control methods according to different cargo handling technology.
2.1.3 The facilities and application software of the computer management and control system shall be able to be extended and upgraded.
2.1.4 The computer management and control system must be reliable, safe, instant, and open.
2.2 System Function
2.2.1 The computer management and control system shall have the function of instant, dynamic management and control to each procedure of the production operation of container terminal.
2.2.2 The computer management and control system shall have the function of the information exchange with the organizations concerned, and the swap mode shall be electronic data Interchange (EDI).
2.2.3 The computer management and control system shall have the following functions to the management of shipment:
(1) Check the information of exported containers and classify them;
(2) Distribute the load of ship;
(3) Make the shipment plan;
(4) Make the stowing list and figure of exported vessels after shipment.
2.2.4 The computer management and control system shall have the following functions to the management of discharge:
(1) Check the information of imported containers and classify them;
(2) Make the discharge plan;
(3) Make the stowing list and figure of exported vessels after discharge.
2.2.5 The computer management and control system shall have the following functions to the management of storage yard:
(1) Establish the yard bitmap, and define the code of storage yard area, line, row, storey, and relevant facilities;
(2) Display the distribution and detailed information of containers in storage yard, and follow the tracks of the containers instantly;
(3) Make the stacking plans of imported containers, exported containers, and empty case;
(4) Make the moving plan of containers.
2.2.6 The computer management and control system shall have the following functions to the management of gate:
(1) Make the reservation, management, and statistics of the boxes entering into the port;
(2) Make the reservation, management, and statistics of the boxes departing the port;
(3) Manage the handover list of the container facilities.
2.2.7 The computer management and control system shall have the following functions to the management of container freight station:
(1) Make the stripping operational control;
(2) Make the packing operational control;
(3) Make the warehouse management;
(4) Make the record of the check box processed results.
2.2.8 The computer management and control system shall have the function of distributing of the railway and waterway.
2.2.9 The computer management and control system shall have the following functions to the management of production scheduling:
(1) Make the berthing schedule of ship according to the predictive and precise information of the sailing date;
(2) Make the equipping plan of the manpower and mechanical equipment according to the plans of shipment and discharge;
2.2.10 The computer management and control system shall have the following functions to the management of ship:
(1) Manage the static and dynamic data of ship, and record the operation condition of ship;
(2) Display the figure of ship with graph;
2.2.11 The computer management and control system shall have the function to the management of loading and discharging facilities and transport equipment.
2.2.12 The computer management and control system shall have the function of statistics.
2.2.13 The computer management and control system shall have the function of charging and fee charging.
2.2.14 The computer management and control system shall have the following functions to the management of customer service:
(1) Manage the basic information of customers;
(2) Issue and inquire the dynamic information of ship and containers, information of storage yard, information of goods, information of cost;
(3) Accept the reservation and admission on the Internet.
2.2.15 The computer management and control system shall have the function of the monitoring of production operation and dock security.
2.3 System Composition
2.3.1 The computer management and control system shall include local area network system, wireless data network system, wide area network system, computer system, industrial television system, uninterruptable power supplies system, and network layout system. It should include intelligent gate system, reefer container remote monitoring system, and handling facilities remote supervision system.
2.3.2 The local area network system shall include the data interchange system, data transmission system, network management system and network security system.
2.3.2.1 The data interchange system shall include switchboard.
2.3.2.2 The data transmission system shall include photoelectric conversion facilities, electric cable, optical cable, and the commutation equipment.
2.3.2.3 The network management system shall include the network management facility and the network management software.
2.3.2.4 The network security systems shall include the fire wall and antivirus software. It should include intrusion testing equipment, safety certification facilities, and the corresponding software.
2.3.3 The wireless data network system shall include wireless gateway, wireless access point, antenna, vehicle-mounted terminal of power supply, and handheld terminal. The wireless data network system shall adopt the wireless local area network.
2.3.4 The wide area network shall include the router, the fire wall, and the communication network.
2.3.5 The computer system shall include the hardware device, the system software, and the application software.
2.3.5.1 The hardware device shall include various servers, data storage device, microcomputer, and printer, etc.
2.3.5.2 The major server shall adopt the configuration of cluster technology.
2.3.5.3 The system software shall include the operating system and the data base management system, etc.
2.3.5.4 The application software shall meet the requirements of Chapter 2.2.
2.3.6 The industrial television system shall include the camera chain, the transmission system or the repeater system, the monitoring system, and the information storage system.
2.3.7 The intelligent gate system shall include the automatic identification system, damage-checkout system, weighing-online system, vehicle-designation-recognition system, voice-intercom system, yard-digit indicating system, lane car-stop, and the lane-open indicator, etc.
2.3.7.1 The automatic identification system with optical character recognition shall include the image collecting device, trigger, the image-processing facilities, and the software.
2.3.7.2 The automatic identification system with radio-frequency recognition shall be installed with electron clamp plate and information-reading facilities.
2.3.7.3 The damage-checkout system shall include the image-collecting device, the trigger, the picture monitor, and the image-storage facilities.
2.3.7.4 The vehicle designation recognition system with radio-frequency technique shall be installed with the electron number plate reading facilities.
2.3.7.5 The vehicle designation recognition system with Ic card shall be installed with IC R reading facilities.
2.3.8 The Reefer container remote-monitoring system shall include the information transmission equipment, the central monitoring-control facilities, and the software.
2.3.9 The handling facilities remote-supervision system shall include the information transmission equipment, the message display facilities, the information storage facilities, and the software.
