Article 1 This construction standard is formulated in order to adapt to the development of health service in socialist market economy system, strengthen and normalize general hospital construction, improve the scientific management level of the decision and construction of general hospital project, correctly master the construction standard and fully exert investment benefit.
Article 2 This construction standard is a nationwide unified standard serving for the scientific decision of general hospital construction project and reasonably determining the construction level. It is the criterion for examining, approving and checking the construction project of general hospital and is also the gage for relevant department to check and review project design and to conduct supervision and inspection on the whole process of project construction.
Article 3 This construction standard is applicable to the new engineering project of general hospital with a construction scale of 200~1000 hospital beds. In general conditions, large scale hospitals with more than 1000 beds should not be constructed. If a hospital with a scale of more than 1000 beds is required indeed, the constructed may be implemented by reference to this standard. Reconstructed and expanded engineering projects may be implemented by reference to this standard.
Article 4 The construction of general hospitals must comply with relevant national laws and regulations on economic construction and the national technical and economic policies on the health service development; furthermore, it shall adapt to the local social and economic development status of project site and properly treat the relationship between the current situation and the development, demand and possibility.
Article 5 The construction of general hospitals shall be based on the principle of people oriented and the convenience of patients. It shall pay attention to improving the hospitalizing conditions of patients and the working conditions of employees while meeting the requirements for each function to achieve sound function, reasonable layout, scientific processes, suitable scale, proper equipment, economic running, safety and health.
Article 6 The construction of general hospitals shall meet the requirements of the local urban master planning, regional health planning and medical institution management planning. It shall take full advantage of the existing health resources and avoid repeat and excessively intensive construction.
