1 Introduction
1.1 Purpose
The Provisions was formulated with a view to proposing mandatory basic requirements for the safety of civil nuclear fuel cycle facilities (hereinafter referred to as the "nuclear fuel cycle facilities") according to the safety principle specified in the "Regulation on the Safety Supervision and Management of Civil Nuclear Facilities of the People's Republic of China".
1.2 Scope
The Provisions is applicable to the production, processing, storage and post-treatment facilities of civil nuclear fuel, excluding the safety requirements for usage of nuclear fuel in reactor.
The content of the Provisions covers the site selection, design, construction, debugging, operation and decommissioning of nuclear fuel cycle facilities. The Provisions only specifies the mandatory basic requirements for safety of nuclear fuel cycle facilities, and does not specifically define how to meet these requirements for different types of nuclear fuel cycle facilities; meanwhile, the Provisions does not propose any special requirements for the safety of specific types of nuclear fuel cycle facilities; according to actual demand, corresponding safety guidelines will be formulated as the description and supplement of the Provisions, which will propose more specific requirements and relatively detailed guiding principles with regard to the relevant safety problems.
The Provisions takes no account of the non-radiation safety problems of nuclear fuel cycle facilities, unless otherwise such problems may cause radiation hazards.
The requirements for nuclear material control will comply with the relevant requirements for nuclear material control.
2 Safety Responsibilities
2.1 Main responsibilities of the operating entities
The operating entities must take full responsibility for the safety of their nuclear fuel cycle facilities until the decommissioning of their nuclear fuel cycle facilities or the legal transfer of their responsibilities. Their main responsibilities are:
(1) Applying for the specified safety permits from the national nuclear safety departments according to the requirements stated in the relevant regulations on nuclear safety of the Nation, submitting the safety analysis report and other relevant data necessary for the approval and issuance of safety permits, and ensuring that the report and data meet the relevant requirements.
(2) Ensuring that the site selection, design, construction, debugging, operation and decommissioning of nuclear fuel cycle facilities meet the requirements of the Provisions and other relevant safety regulations and standards, and following the specified permit conditions.
(3) Establishing an appropriate system and a management system for ensuring the safety of their nuclear fuel cycle facilities meeting the relevant requirements, and making clear the responsibilities.
(4) Formulating and also periodically reviewing and modifying various regulations, outlines and plans used for ensuring the safety of their nuclear fuel cycle facilities.
(5) Ensuring allocating sufficient qualified workers who have received enough training and are competent for their responsibilities, and providing corresponding conditions for workers to complete their mission.
