Technical requirements for connecting electrochemical energy storage station to power grid
1 Scope
This document specifies the general requirements for connecting electrochemical energy storage station to the power grid and the technical requirements of power control, primary frequency regulation, inertia response, fault ride-through, operational adaptability, power quality, relay protection and automatic safety device, dispatching automation and communication, simulation models and for test and assessment of connecting to the power grid.
This document is applicable to the construction, connection, debugging, test, detection, operation, maintenance and overhaul of the newly built, renovated and expanded electrochemical energy storage station connected to the public grid via a voltage level of 10 (6) kV or above.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in DL/T 2528 and the following apply.

primary frequency control; PFC
control power in which the electrochemical energy storage system automatically adjusts active power in response to the frequency deviation of the power system when it deviates from the target frequency

3.2
delay time of PFC
time required for the actual output active power variation of an electrochemical energy storage station to reach 10% of the difference between the target active power and the initial value from the time when the power system frequency exceeds the dead zone of PFC

rise time of PFC
time required for the actual output active power variation of an electrochemical energy storage station to reach 90% of the difference between the target active power and the initial value from the time when the power system frequency exceeds the dead zone of PFC

settling time of PFC
the minimum time when the absolute value of the difference between the actual output active power and the target active power of the electrochemical energy storage station always does not exceed the allowable deviation from the time when the power system frequency exceeds the dead zone of PFC

3.5
inertia response
control function in which an electrochemical energy storage station adjusts active power in response to the frequency change rate of the power system when the frequency of the power system changes rapidly

4 General requirements
4.1 The electrochemical energy storage station have the capability to participate in the peak regulation, frequency regulation and voltage regulation of the power system, and its safe and stable operation shall comply with those specified in GB 38755 and GB/T 31464.
4.2 The electrochemical energy storage station shall have the function of four-quadrant active power reactive power control, and have the ability to receive and execute the control instructions sent by the grid dispatching agency.
4.3 The voltage level for connecting the electrochemical energy storage station to the power grid shall be determined after comprehensive technical and economic comparison according to the installed capacity of energy storage station, grid structure of access, etc.
4.4 The cyber security protection of electrochemical energy storage stations shall meet those specified in GB/T 36572.
4.5 The grounding mode of the electrochemical energy storage station shall be compatible with that of the connected power grid, and the lightning protection and grounding shall meet the relevant requirements of GB 14050, GB 50057 and GB/T 50065.
4.6 The electrochemical energy storage station connected to the power grid shall establish electromagnetic transient, electromechanical transient, and medium- and long-term dynamic simulation models in accordance with the requirements of GB/T 42716.
4.7 The electrochemical energy storage station shall have clear electric energy metering points, which shall be set at the point of interconnection, equipped with bi-directional electric energy metering device and have the power metering information remote transmission function. The technical requirements shall meet the requirements of GB/T 50063 and DL/T 448.
4.8 The charging energy and discharging energy of the electrochemical energy storage station shall not be lower than the rated charging energy and rated discharging energy.
4.9 Before the electrochemical energy storage station is connected to the grid for operation, it shall be subjected to the grid connection performance, and the test method shall be conducted in accordance with GB/T 36548.
