This part is Part 1 of GB/T 34570.
This part is developed in accordance with the rules given in GB/T 1.1-2009.

Part 1: Safety for Rechargeable Battery Packs
1 Scope
This part of GB/T 34570 specifies the safety requirements for detachable or separable battery pack and integral battery of motor-operated hand-held, transportable electric tools and lawn and garden tools powered by rechargeable battery.
This part is applicable to battery pack with the maximum nominal voltage of d.c. 75 V.
This part is not applicable to:
——General purpose battery packs or batteries installed and used by user;
——Lead-acid batteries;
——Lithium metal type battery packs and batteries;
——Safety for chargers.

3 Terms and Definitions
For the purpose of this document, the following terms and definitions apply.
3.1
cell
electrochemical unit consisting of electrode, electrolyte, vessel, terminal and generally diaphragm and realizing the basic function of directly converting chemical energy into and providing electric energy
3.2
battery
combination of one or more cells used for supplying electric energy to tools
3.3
battery pack
the combination of battery, cell management (control) and shell
Note: cell management (control), besides combining into a whole with battery and shell, may be arranged on the main body of battery tool or in switch assembly, or also in chargers matching with battery tool.
3.4
charging system
combination of circuit systems used for charging, balancing and/or maintaining the battery charging state
3.5
battery system
combination of battery pack, charging system and tool as well as connection possibly existing between them when used
3.6
battery tool
tool powered by rechargeable battery
3.7
C5 rate
current value of a battery or battery pack which is discharged for 5h so that its voltage drops to the cut-off point specified by the cell producer
3.8
charger
part or whole of charging system contained in an independent shell, with the charger containing at least all energy conversion circuits
Note: in such a case, tools may be charged via a power cord or a built-in plug connected to power socket, an independent charger therefore does not necessarily contain all the charging systems.
3.9
detachable battery pack
battery pack contained in a shell independent of battery tool, which is taken down from the tool when being charged

rupture
state of gas expelling, liquid overflow or solid ejection but without explosion, as a result of damage of cell vessel or battery pack shell
3.11
explosion
damage possibly caused by the condition that battery pack shell suddenly ruptures and main assemblies are ejected out
3.12
fire
the state that battery pack gives out flame
3.13
fully charged
charging the battery or battery pack until the most permissible fully charged state is reached of the cell charging system used together with tools
3.14
fully discharged battery/cell
unless the producer specifies another end-of-discharge voltage, the battery or cell shall be discharged at C5 rate until one of the following conditions appears:
——Discharge is stopped as a result of protective circuit action;
——The battery reaches total voltage, i.e., the average voltage of each cell reaches the final discharge voltage of cell chemical material;
——The voltage of a single cell reaches the final discharge voltage of cell chemical material.
3.15
general purpose battery packs/batteries
battery pack or battery provided by different producers, sold through various channels and used for various products from different producers
3.16
hazardous voltage
voltage between parts whose d.c. average value is greater than 60 V or, when a.c. peak-peak ripple value exceeds 10% of the average value, greater than the peak voltage of 42.4 V
3.17
integral battery
battery contained in battery tool, which is not taken down from the tool when being charged
Note: batteries which are taken down only for the purpose of disposal or recycle is regarded as integral batteries.
3.18
intended use
the use of product (including its parts, accessories, instructions and packaging), process or service, in accordance with the information provided by the producer
3.19
leakage
the state of battery pack leaking electrolyte, gas or other substances, which is not expected in design
3.20
maximum charging current
the maximum current allowed to pass through by cell which is being charged within the range of specific temperatures specified by cell producer and assessed in accordance with GB/T 28164-2011
3.21
nominal cell voltage
battery pack voltage marked on the battery pack and declared by the producer
3.22
overheat
state of battery pack in which its shell temperature rises to above 170℃ in the process of charging and discharging
3.23
rated capacity
battery capacity measured under rated conditions and indicated by the producer
3.24
reasonably foreseeable use
use of product, process or service not complying with the requirements of the producer, resulting from readily foreseeable human activities
3.25
separable battery pack
battery pack contained in a shell independent of battery tool, which is connected to battery tool via soft wire
3.26
specified operating region for charging
conditions for lithium ion battery operating within voltage and current ranges specified by the cell producer and assessed in accordance with GB/T 28164-2011 when being charged
3.27
upper limit charging voltage
the permissible maximum voltage of a lithium ion battery when being charged within the range of specific temperatures specified by cell producer and assessed in accordance with GB/T 28164-2011
3.28
venting
releasing excessive internal pressure of cell according to predesign to avoid the occurrence of explosion
4 General Requirements
4.1 The design and structure of battery pack shall ensure safety work and not cause danger to human or surrounding environment in intended use and reasonably foreseeable use of battery tool.
4.2 For the safety of cell or battery with its cell containing alkaline or other non-acid electrolytes, it shall meet the requirements of GB/T 28164-2011 for nickel cadmium battery, nickel-metal hydride battery and lithium ion battery. The performance of nickel cadmium battery shall meet the requirements of GB/T 22084.1-2008, that of nickel-metal hydride battery shall meet the requirements of GB/T 22084.2-2008 and that of lithium ion battery shall meet the requirements of IEC 61960.
4.3 Battery pack, serving as key functional assembly or part of the battery tool, shall meet the requirements of GB/T 3883.1-2014.
5 General Conditions of Test
5.1 The test meeting this part is type test, which shall be carried out by experienced technical personnel according to procedures, with properly protective measures taken, to avoid injury possibly caused.
5.2 Battery, cell management (control) and shell compose the integral battery pack; tests are carried out on each individual specimen, while fewer specimens may be used according to the requirements of the producer. For specimen with the cell management (control) arranged in battery tool main body or switch assembly, the battery tool shall be tested together with the specimen; if the cell management (control) is arranged in a matched charger, the matched charger shall be tested together with the specimen.
5.3 If a certain test is considered inapplicable from the view of the structure of battery tool or battery pack, such test may not be carried out.
