1 General
1.0.1 This code is developed for the purpose of meeting the needs of petrochemical construction engineering, ensuring personal safety and health, protecting public property from loss and protecting the environment from harm.
1.0.2 This code is applicable to the safety technical management of construction engineering such as petroleum refining, petrochemical industry, chemical fiber and chemical fertilizer.
1.0.3 The construction of petrochemical engineering must adhere to the policy of "safety first and prevention oriented".
1.0.4 The construction safety technology of petrochemical engineering shall meet the requirements of, in addition to this code, the current relevant standards of the nation.

3 General requirements
3.1 On-site management
3.1.1 Units engaged in petrochemical engineering construction shall have corresponding qualifications and undertake projects within the scope permitted by their qualification grades.
3.1.2 Construction enterprises must obtain safety production license. Special operating personnel must obtain corresponding job qualification certificates.
3.1.3 The principal responsible persons of each unit participating in the construction of petrochemical engineering projects shall be fully responsible for the safety production of their own units.
3.1.4 Each unit participating in the construction of petrochemical engineering projects shall establish its own safety production assurance system, which shall be effectively implemented and continuously improved.
3.1.5 All units participating in the construction of petrochemical engineering projects shall carry out education and training on construction fire, occupational health, labor safety and health and environmental protection for personnel entering the site.
3.1.6 All units participating in the construction of petrochemical engineering projects shall develop emergency rescue plans for production safety accidents, establish emergency rescue organizations or arrange emergency rescue personnel, equip necessary emergency rescue equipment and devices, and organize drills.
3.1.7 All personnel entering the construction site must dress according to the labor protection requirements.
3.1.8 Safety warning signs shall be set up on the roads on the construction site. The roads shall be smooth and solid, without any equipment and materials stacked. If blocking is required, approval procedures shall be handled and obvious signs shall be set.
3.1.9 No kindling or smoking is allowed in places where fireworks are prohibited.
3.1.10 All machines, tools, equipment and vehicles entering the construction site shall go through the formalities of permission.
3.1.11 Before construction, the development unit shall sign a safety agreement with the construction unit.
3.1.12 After an accident occurs, it shall be reported level by level according to the regulations, and it is not allowed to conceal, falsely report or delay the report.
3.2 Protection of construction environment
I General requirements
3.2.1 The management system of environmental protection and environmental sanitation shall be established and the environmental protection plan shall be formulated during the construction of the project.
3.2.2 An emergency plan for environmental pollution and public health emergencies at the construction site shall be formulated.
II Prevention of air pollution
3.2.3 When transporting materials prone to dust, they shall be transported in a closed manner or covered. Facilities for washing vehicles shall be set at the entrance and exit of the construction site, and sediment shall not be taken out of the site.
3.2.4 Measures such as covering, solidifying, greening and sprinkling water shall be taken on the construction site to reduce dust.
3.2.5 When the pollutants discharged from pretreatment and painting operations may affect the air quality in the surrounding areas, they shall be discharged to the atmosphere after taking purification measures.
3.2.6 The emission of flue gas or exhaust gas from boilers, mechanical equipment and vehicles used on the construction site shall meet the requirements of the corresponding national environmental protection emission standards.
3.2.7 Construction waste and domestic garbage on the construction site shall be stored in different categories and transported to designated places.
3.2.8 Incineration of various wastes is strictly prohibited on the construction site.
III Prevention of water and soil pollution
3.2.9 The mud and sewage on the construction site shall not be directly discharged into urban drainage facilities, rivers, lakes and ponds without treatment.
3.2.10 The oil and chemical solvents stored on the construction site shall not leak, and a special warehouse shall be set up. Waste oil and chemical solvents shall be treated centrally and shall not be dumped at will.
