GB 28263-2024 Regulations of safety management for the civil explosive products’ production and sales enterprise
1 Scope
This document specifies the general requirements, comprehensive safety management, construction project safety management, production process management, equipment and facilities management, workplace management, transport (loading/unloading) and storage management, test and destruction (explosive elimination treatment) management, and emergency plan and handling of production safety accident of safety management for the civil explosive products’ production and sales enterprise.
It is applicable to the safety management for the civil explosive products’ production and sales enterprise, as well as scientific research and testing activities of civil explosive products.

3 Terms and definitions
For the purposes of this document, the terms and definitions given in GB/T 14659, GB 50089-2018 and the following apply.
3.1
enterprise safety head
enterprise leaders who are fully responsible for the safety production work of their own unit

enterprise safety superintendent
enterprise leaders assisting the enterprise safety head to manage the safety production work
3.3
enterprise technology head
enterprise leaders assisting the enterprise safety head to manage the production technology work
enterprise leaders assisting the enterprise safety head to manage the mechanical & electrical equipment work

stipulated number of personnel
number of personnel allowed in a building (structure) or operating process (station)
Note: The stipulated number of personnel is divided into stipulated number of operational personnel and the maximum stipulated number of personnel.
3.6
stipulated number of operational personnel
maximum number of personnel (including personnel with cumulative time in a single shift exceeds 1h) allowed to work in dangerous buildings/structures (including protective barriers); or maximum number of personnel allowed to work in hazardous production lines, processes (stations) and warehouses
4 General requirements
4.1 In the process of scientific research, production, storage, loading/unloading, transportation, test, destruction and explosive elimination treatment, enterprises shall adhere to the policy of "safety first, prevention first and comprehensive treatment", in order to prevent and reduce the occurrence of safety accidents, and ensure the safety of people's lives and property.
4.2 The enterprise shall organize construction and production and operation in accordance with the varieties and production capacity authorized by the competent department of the national civil explosive industry, and shall avoid the conditions such as violation of stipulated quantity, violation of stipulated safety production quota, violation of stipulated time, violation of stipulated personnel quantity.
4.3 The safety facilities of the construction project of production and storage facilities for civil explosive products shall be designed, constructed and put into production/service at the same time as the main works of the construction project.
4.4 The dangerous processes during the production of civil explosive products shall adopt automated and human-machine separation processes, adopt advanced safety technology and equipment, and strive to arrange fewer (no) people in dangerous operations. Enterprises shall implement the following principles: Store less dangerous goods on the production line; set less stipulated number of personnel in the workshop; reduce the dangerous processes; separate non-dangerous buildings from dangerous buildings; separate non-dangerous production line from dangerous production line; separate non-dangerous operations from dangerous operations.
4.5 Enterprises shall start from eliminating hidden dangers of accidents and reducing the degree of accident hazards, and take effective measures in aspects such as management system, process technology, equipment/facilities, operation methods, working environment and labor organization, so as to prevent fire, explosion, poisoning and other accidents and reduce occupational hazards. Once a production safety accident occurs, it shall be handled according to the Regulations on Reporting, Investigation and Handling of Production Safety Accidents and the relevant provisions of this document.
