GB 18383-2025 General technical requirements for products with filling materials
1 Scope
This document defines the terms and definitions related to products with filling materials, specifies their requirements, sampling, decision rules and identification, and describes the corresponding test methods.
This document is applicable to products with filling materials.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
filling materials
collective term for natural fibres, chemical fibres, and their blends used for stuffing and padding
3.2
products with filling materials
products with filling materials and those processed into batts, felts, etc., for stuffing and padding
Note: Products with filling materials are categorized into those for domestic use and those for non-domestic use.
3.3
daily use products with filling materials
filling materials that are in close contact with the human body in daily life
Note: Daily use products with filling materials mainly include apparel and footwear items such as winter coat, down garments, cotton clothing, cotton shoes, and cotton hats; bedding items such as quilts, mattresses, pillows, and cushions; upholstered furniture such as mattresses, sofa, and seating or reclining pads; toys such as plush toys.

Note: non-daily use products with filling materials mainly include building insulation materials, agricultural insulation materials, transportation packaging materials, decorative materials, building acoustic insulation materials, etc.

Note: Textile waste for medical purpose primarily includes discarded medical dressings such as degreasing cotton and degreasing gauze, clothing of medical staff and patients, filling materials, and other fibre materials.

single or bundled fibres that fall off, are removed, or become detached during the production and processing of fibres or fibre products

fibre products waste
edges and trimmings of fibre products other than fibre waste generated during the processing and production of fibre products, such as thread ends and fabric scraps, batting, and felt pads

unused fibre products waste
waste materials generated during the production and processing of fibres and their products (such as spinning, weaving, dyeing, cutting, etc.), as well as clothing, household fibre products, industrial fibre products, and other fibre products that are discarded without being used

mechanically recycled fibre
fibre produced by processing fibre products, fibre waste, or fibre products waste as raw materials by physical and mechanical methods
Note: Physical mechanical processes involve the use of mechanical methods to cut, tear, and release fibre products waste, fibre products and their wastes to obtain fibre
3.12
recycled chemical fibre
fibres obtained from used and unused fibre products waste or waste polymer materials through processes such as physical melting, chemical regeneration, or physicochemical methods
Note 1: Physical melting process refers to the reprocessing of thermoplastic used and unused fibre products waste, or waste polymer materials, through heating and melting. Chemical regeneration process refers to the procedure of depolymerization, impurity removal, repolymerization, or decomposition of used and unused fibre products waste or waste polymer materials under certain chemical process conditions to produce new raw materials. Physical melting process refers to the he process of blending and modifying thermoplastic waste or old fibre products, or waste polymer materials, through heating and melting under the action of different functional additives.
Note 2: To ensure the subsequent performance of recycled chemical fibres, some of them contain virgin fibres.
4 Requirements
4.1 General
The following materials shall not be used as the raw materials for processing products with filling materials:
a) textile waste for medical purpose;
b) used funeral fibre products;
c) fibre products from epidemic areas that cannot be proven to be uncontaminated;
d) used and unused fibre products waste prohibited from import by the state;
e) other severely contaminated or toxic and harmful substances.
4.2 Requirements for the filling materials of daily use products with filling materials
4.2.1 The following materials shall not be used as the filling or padding raw materials for processing daily use products with filling materials:
a) contaminated fibres;
b) used and unused fibre products waste (except for uncontaminated fibre waste and those meeting the requirements specified in 4.2.2);
c) mechanically recycled fibre (except for those meeting the requirements specified in 4.2.2);
d) cotton linters with a hand-staple length less than 13 mm as specified in GB/T 20223;
e) fibre waste, fibre products waste, or mechanically recycled fibre that have undergone decolorization or bleaching treatment;
f) animal fibres that have not been thoroughly cleaned;
g) moldy or deteriorated filling materials.
4.2.2 Mechanically recycled fibre or uncontaminated fibre products waste may be used as filling or padding raw materials for products such as upholstered furniture after undergoing disinfection. By-products generated during the silk reeling process, such as long waste silk and gilled waste, as well as cleaned animal fibre, may be used as filling or padding raw materials for daily use products with filling materials.
4.2.3 Except for recycled polyester fibre , other recycled chemical fibres shall not be used as filling or padding raw materials for products with filling materials intended for infants aged 3 years (36 months) or below
4.3 Technical requirements for daily use products with filling materials
4.3.1 For daily use products with filling materials, hazardous impurities such as metal objects or sharp items (e.g., needles, iron wires, wooden sticks) and noticeable dust shall not be detected.
4.3.2 The content of short fibres with a length of 13 mm or less in daily use products with filling materials shall not exceed 25%. This requirement does not apply to products such as cushion felts, batting, or daily use products with filling materials containing kapok, down, or feathers.
4.3.3 The foreign matter content of filling materials in daily use products with filling materials shall meet the requirements specified in Table 1.
