General rules for energy measuring instrument equipping and managing of energy user
1 Scope
This document specifies the basic requirements for energy measuring instrument equipping and managing of energy user.
This document is applicable to independently accountable energy users such as enterprises, institutions, government agencies, and social organizations.

3 Terms and definitions
For the purposes of this document, the following terms and definitions apply.
3.1
energy measuring instrument
device that measures primary energy, secondary energy, and energy-consumed medium, either individually or in combination with one or more auxiliary devices, used for the purpose of measurement
3.2
sub-energy user
energy accounting unit under an energy user
3.3
equipping ratio of energy measuring instrument
percentage of actual installed and equipped energy measuring instruments to theoretical demand
4 Requirements for equipping energy measuring instruments
4.1 Types and measurement range of energy
4.1.1 The types of energy shall comply with national statistical laws, regulations, and relevant standards, including primary energy, secondary energy, and energy-consumed medium.
Note: Energy-consumed medium refers to the medium that can absorb or release energy due to the change of its own state parameters.
4.1.2 The measurement range of energy includes:
a) Energy and energy-consumed medium input into energy users, sub-energy users, and energy-consuming equipment;
b) Energy and energy-consumed medium output from energy users, sub-energy users, and energy-consuming equipment;
c) Energy and energy-consumed medium used (consumed) by energy users, sub-energy users, and energy-consuming equipment;
d) Energy and energy-consumed medium self-produced by energy users, sub-energy users, and energy-consuming equipment;
e) Residual energy resources recovered and utilized by energy users, sub-energy users, and energy-consuming equipment.
4.2 Principle for equipping energy measuring instruments
4.2.1 The requirements of energy classification and measurement shall be met.
4.2.2 The requirements for energy users to achieve hierarchical and categorical assessment and statistical accounting of energy shall be met.
4.2.3 The effective measurement range of energy measuring instruments shall be able to cover the actual needs of energy measurement.
4.2.4 The requirements for energy users to achieve refined energy management shall be met to gradually upgrade and equip intelligent energy measuring instruments with automatic collection and remote transmission capabilities.
4.2.5 Key energy users shall be equipped with necessary portable energy detection instruments to meet the requirements for self-inspection and self-auditing.

前 言
本文件按照GB/T 1.1—2020《标准化工作导则 第1部分：标准化文件的结构和起草规则》的规定 起 草 。 本文件代替GB17167—2006《 用能单位能源计量器具配备和管理通则》,与GB 17167—2006 相比， 除结构调整和编辑性改动外，主要技术变化如下： a) 更改了标准适用范围(见第1章，2006年版的第1章); b) 更改了“能源计量器具”“能源计量器具配备率”的术语和定义(见3.1、3.3,2006年版的3.1、3.2); c) 更改了能源的种类和计量范围(见4.1,2006年版的4.1); d) 更改了能源计量器具的配备原则(见4.2,2006年版的4.2); e) 更改了能源计量器具的配备率要求(见4.3,2006年版的4.3.5); f) 更改了能源计量器具的准确度等级要求，增加了能源计量器具的最大允许误差要求(见4.4, 2006年版的4.3.8、4.3.9、4.3.10); g) 更改了能源计量器具的管理要求(见第5章，2006年版的第5章)。 请注意本文件的某些内容可能涉及专利。本文件的发布机构不承担识别专利的责任。 本文件由国家标准化管理委员会提出并归口。 本文件于1997年首次发布，2006年第一次修订，本次为第二次修订。
下列术语和定义适用于本文件。 3.1 能源计量器具 energy measuring instrument 测量对象为一次能源、二次能源和载能工质的，单独或与一个或多个辅助设备组合，用于进行测量 的装置。 3.2 次级用能单位 sub-energy user 用能单位下属的能源核算单位。 3.3 能源计量器具配备率 equipping ratio of energy measuring instrument 能源计量器具实际的安装配备数量占理论需要量的百分比。
4 能源计量器具配备要求
4.1 能源的种类和计量范围 4.1.1 能源的种类应符合国家统计等法律法规和相关标准要求，包括一次能源、二次能源和载能工质。 注：载能工质是指由于本身状态参数的变化而能够吸收或放出能量的介质。 4.1.2 能源计量范围包括： a) 输入用能单位、次级用能单位和用能设备的能源及载能工质； b) 输出用能单位、次级用能单位和用能设备的能源及载能工质； c) 用能单位、次级用能单位和用能设备使用(消耗)的能源及载能工质； d) 用能单位、次级用能单位和用能设备自产的能源及载能工质； e) 用能单位、次级用能单位和用能设备回收利用的余能资源。 4.2 能源计量器具的配备原则 4.2.1 应满足能源分类计量的要求。
