Foreword
This document is drafted in accordance with the provisions of GB/T1.1-2020 "Guidelines for Standardization Work, Part 1: Structure and Drafting Rules for Standardization Documents".
This document replaces GB 16796-2009 Safety Requirements and Test Methods for Security Alarm Equipment. Compared with GB 16796-2009, the main technical changes, apart from structural adjustments and editorial changes, are as follows:
a) The scope of application of the standard has been changed (see Chapter 1, Chapter 1 of the 2009 edition);
b) Added 14 terms; safety protection, removable equipment, hand-held equipment, portable equipment, in-line equipment, Class I equipment, Class II structures, Class l equipment, Class III equipment, contact current, steady state voltage or steady state contact current, normal operating conditions, abnormal operating conditions, single fault conditions (see 3.1 to 3.5, 3.9 to 3.12, 3.20, 3.21, 3.25~3.27);
c) 10 terms changed; accessible parts, dangerous voltage, basic insulation, additional insulation, double insulation, reinforced insulation, electrical gaps, creepage distances, protective earth conductors, laser radiation (see 3.6, 3.7, 3.13 to 3.19, 3.22, 3.1 to 3.7, 3.8, 3.10, 3.12 of the 2009 edition);
d) Deletion of four terms: automatic protection, achievable emission limit, irradiance, ultrasonic pressure (see 3.11, 3.13, 3.14, 3.17 of the 2009 edition);
e) Changes to the design principles for safety and protection (see chapter 4, 5.2, 5.7, 5.11 of the 2009 edition);
f) Changes to the technical requirements and test methods for accessible parts (see 6.i and 12.2.1, 5.4.1, 5.4.6 and Appendix B of the 2009 edition);
g) The technical requirements and test methods for electrical resistance have been changed (see 5.2.2 and 12.2.2.2, 5.4.3 of the 2009 edition);
h) The technical requirements and test methods for insulation resistance have been changed (see 5.2.3 and 12.2.2.3, 5.4.4 of the 2009 edition);
i) The technical requirements and test methods for the size of the protective earthing conductor have been changed (see 5.3.2 and 12.2.3.2, 5.4.8 of the 2009 edition);
j) Added requirements and test methods for protection against mechanical injury such as protection against sharp edges/angles, protection against moving parts and mechanical stability (see 6.1 to 6.3 and 12.3.1 to 12.3.3);
k) The technical requirements and test methods for mechanical strength have been changed (see 6.4 and 12.3.4, 5.12 of the 2009 edition);
l) Technical requirements and test methods for protection against thermal burns have been changed (see Chapter 7 and 12.4, 5.6.1 to 5.6.2 of the 2009 edition); m) Technical requirements and test methods for protection against fire in the construction of the shell have been added (see 8.2 and 12.5.2);
n) Changes to the technical requirements and test methods for flame resistance (see 8.3 and 12.5.3, 5.6.3 of the 2009 edition);
o) Changes to the technical requirements and test methods for radiation protection (see Chapter 9 and 12.6, 5.8, 5.9, 5.10 of the 2009 edition);
p) Indicative requirements and test methods for safety protection have been added (see Chapter 10 and 12.7);
q) Changes to the marking and instruction requirements and test methods (see Chapter 11 and 12.8, 5.3, 5.4.10 and Appendix C of the 2009 edition);
r) Changes to Appendix A Accessible test apparatus (see Appendix A, 2009 edition).

1 Scope
This document establishes the design principles for the safety and protection of security alarm equipment, specifying the requirements for protection against electric shock, mechanical injury, thermal burns, fire, radiation, and indicative requirements for safety and protection. Marking and instruction requirements, and describes the corresponding requirements of the test methods.
This document applies to the design, manufacture, inspection and application of all types of equipment in security systems.
Note: All types of equipment including but not limited to intrusion and emergency alarms, video surveillance, access control, parking (storage) security management. Explosion-proof safety inspection, electronic inspection, building intercom, physical protection and human biometric identification and other systems of equipment.

3 Terms and definitions
The terms defined in GB 4943.1-2022 and the following terms and definitions apply to this document.

Safety protection safeguard
Measures taken to reduce the risk to humans from equipment or to reduce the harm caused by equipment to humans.

5.1 Accessible parts
5.1.1 Steady-state voltage or steady-state contact current limits
Class I and Class 1 equipment under normal operating conditions, abnormal operating conditions and single-fault conditions, the equipment can be touched part of the steady-state voltage or steady-state contact current limits - should be in accordance with the requirements of Table 1. The peak values in Table 1 should be used for non-sinusoidal voltages and currents, and the rms values in Table 1 should be used for sinusoidal voltages and currents. For equipment operating outdoors, the voltage limits shall be halved.
This requirement does not apply to special equipment that generates high voltages or currents through accessible parts to achieve basic functions.
6 Requirements for protection against mechanical injury
7 Anti-thermal burn requirements
When the ambient temperature is 25 C, under normal working conditions, abnormal working conditions and single-fault conditions, the contact temperature of the accessible external surfaces and parts of the equipment shall meet the requirements of Table 6.
8 Fire prevention requirements
8.1 Basic requirements
Under normal working conditions, abnormal working conditions and single-fault conditions, the equipment should be able to work safely and should not burn and catch fire.
9 Radiation protection requirements
9.1 Protection against light radiation
Equipment containing laser light source, should be in accordance with GB 7247.1-2012 in 8.3 classification rules express laser safety category, and should be in line with the corresponding category of radiation limit value requirements and safety protection measures required. Emission wavelengths of 200nm ~ 1400nm LED, xenon lamps and other active lighting components of video surveillance equipment should be in accordance with GB/T37958 - 2019 in 5.1 hazard category classification express hazard category, and should comply with the corresponding category of emission limit value requirements and control measures required.
10 Indication of safety protection Requirements
10.1 General provisions
The instructions for the safety precautions shall be fully indicated on the equipment or shall be marked on the equipment with a pictorial symbol or warning text and provided with full instructions in the instruction manual. If only warning text is used, the text should begin with the words "WARNING", "CAUTION" or similar. The safety instructions marked on the equipment should be located close to the hazardous components.
