Nuclear criticality safety for fissile materials outside reactors - Part 1: Administrative practices for nuclear criticality safety
1 Scope
This part specifies basic requirements for the administration of nuclear criticality safety on the processing, handling, operation and storage of fissile materials outside reactors.
This part is applicable to the administration of nuclear criticality safety on the processing, handling, operation and storage of fissile materials outside reactors.
This part does not apply to the administration of nuclear criticality safety on the assembly of fissile materials under controlled conditions (e.g. subcritical and critical experiments under controlled conditions).
2 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.
2.1
nuclear facility operating organization
legal entity that is responsible for the operation, running and management of nuclear facilities with the approval of the national competent department and/or the nuclear safety supervision department
2.2
contract organization
legal entity entrusted by the nuclear facility operating organization or the national competent department and/or the nuclear safety supervision department to undertake a certain task related to the nuclear facility of the operating organization in the form of contract or task
3 General
3.1 For the administration of nuclear criticality safety, the guideline of safety first and prevention oriented shall be followed, and the principle of safety guarantee and strict requirements in production management shall be adhered.
3.2 The administration of nuclear criticality safety shall be incorporated into the overall safety management system, follow the general safety management regulations, standards and systems, and adapt to the characteristics of strong professionalism and technicality of nuclear criticality safety.
3.3 The temporary nuclear safety responsibility system shall be established and improved, and the nuclear criticality safety responsibilities of relevant departments, organizations and individuals shall be clearly defined. Each individual, regardless of position, shall be made aware that the nuclear criticality safety in his or her work area is his or her responsibility.
3.4 The nuclear facility operating organization for processing, handling, operation and storage of fissile materials shall have at least one full-time or part-time criticality safety professional engaged in nuclear criticality safety work. Such professionals shall generally be deployed in the safety management functional department of the operating organization, and have the right to directly bring forward opinions and recommendations to the leaders.
3.5 The nuclear facility operating organization may set up a nuclear criticality safety technical advisory agency.
4 Responsibility for nuclear criticality safety
4.1 Safety responsibility of the nuclear facility operating organization
4.1.1 The operating organization shall accept overall responsibility for the criticality safety of its nuclear facilities used to process, handle, operate and store fissile materials.
The operating organization has the right to reject any requirement harmful to nuclear criticality safety other than mandatory decisions and instructions made by the national competent departments and/or the nuclear safety supervision departments.
4.1.2 The operating organization shall submit the following main technical documents related to nuclear criticality safety to the national competent departments and/or the nuclear safety supervision departments:
a) Safety analysis reports for newly built, expanded or reconstructed nuclear facilities (or processes) used to process, handle, operate or store fissile materials, including nuclear criticality safety analysis;
b) Nuclear criticality safety procedures (or nuclear criticality safety programs) for the processing, handling, operating and storage of fissile materials;
c) Nuclear criticality contingency planning (or contingency plans) for sites where a nuclear criticality accident is likely to happen;
d) Demonstration reports of the subcritical limits to be adopted but not yet included in the approved nuclear criticality safety technical standards and/or the unapproved nuclear criticality safety operation operating limits.
Although these major technical documents have been submitted to the competent department and/or the nuclear safety supervision department for examination and approval, the responsibilities of the operating organization for nuclear criticality safety cannot be changed accordingly.
4.1.3 The operating organization shall establish and improve its own nuclear criticality safety responsibility system.
