1 Scope
This standard specifies definitions and codes, material requirements, strength grade, technical requirements, test methods, inspection rules, and marking, packaging, transportation and storage of Portland steel slag cement.
This standard is applicable to production and inspection of Portland steel slag cement used in general industrial and civil buildings, underground works and waterproofing works, mass concrete works, and road works.

3 Definitions and Codes
The hydraulic cementing materials made of Portland cement clinker and converter or electric furnace slag (hereinafter referred to as steel slag), proper amount of granulated blast furnace slag and gypsum by grinding are referred to as Portland steel slag cement. Mixing amount (calculated by mass percentage) of steel slag in such cement shall not be less than 30%, and its code is P·SS.
