1 Scope
This standard specifies the design principles of substation project.
This standard is applicable to the design of constructed substation or switch station with 220kV~500kV voltage and the design of extended or renovated project and substation project may be implemented referring to this standard.

3 General Provisions
3.0.1 The design of substation shall earnestly implement national construction policy and technical economy policy and meet safety and reliability, advanced technology as well as economy and rationality requirements.
3.0.2 The design of substation shall combine area characteristic, positively and carefully popularize mature new facilities, new material, new layout and new structure, and make an effort to practically improve automation level.
3.0.3 The design of substation must comply with the principle of optimal land utilization.
3.0.4 The design of substation must comply with national relevant regulations, especially adopt practical and effective environmental protection and water and soil conservation control measures. He engineering works of environmental protection and water and soil conservation must be designed, constructed and put into production together with main works.
3.0.5 In addition to implementing the specification of this code, the design of substation shall also meet current relevant national standards and power sector standards.
4 Terms and Definitions

5 Substation Site Selection
5.0.1 The substation site selection shall be completely and comprehensively considered according to network structure of power system planning and design, load distribution, urban and rural planning, land requisition and demolishing and the requirements of the following provisions, and the optimal substation site scheme shall be selected through technical economical comparison and economic benefit analysis.
5.0.2 The optimal land utilization and reasonable land utilization shall be fully considered during substation site selection. Wasteland, scabland and land with high economic benefit occupying no or little arable land shall be utilizes as much as possible, and the cubic meter of earth and stone shall be reduced as much as possible.
5.0.3 The substation site shall be reserved with overhead and cable line transmission line corridor according to authorized long term development plan for local power system and fully considering outgoing line condition, and the intersection crossing of overhead line shall be avoided or reduced. The position of terminal tower of overhead line should be of unified arrangement during substation site selection and planning.
5.0.4 The transportation and communication of substation site shall be convenient. The transportation condition of heavy equipment of substation site shall be carried out through technical economical comparison.
5.0.5 The substation site shall of appropriate geology and topographical condition, and shall keep clear of such bad geologic structures as slide, mud avalanche, open and dark channel pan, subsidence area and earthquake rift area, and shall keep clear of solution cavity, exhausted area, shore cutting area and creeping rubble occurrence section, in addition, shall avoid or reduce natural feature destroying timber and environment as much as possible.
5.0.6 The substation site shall keep clear of natural region and humanity relics with key point protection, and shall not be set on mineral resources with important exploitation value, if not, the written approval of relevant department shall be obtained.
