This guide specifies the basic requirements for assuring the safe and stable operation of power system, the security and stability criterion of power system as well as the calculating method for the security and stability of system, the power grid operating enterprises, power grid control organizations, electric power enterprises, electricity supply enterprises, power construction enterprises, power planning, surveying, design and scientific research organizations all shall comply with and implement this guide.
This guide is applicable to the power system with voltage class of or above 220kV. The power system bellow 220kV may be implemented by referring to this guide.
