1 Application Scope
1.1 This standard is applicable to the water pollution prevention, control and management of the existing pollutant discharging units in Shanghai administrative district beyond the specialized range in 1.2, 1.3 and 1.4, as well as the environmental impact assessment of construction project, environment protection facility design, completion environmental protection acceptance and water pollution prevention , control and management after operation upon completion.
1.2 Independent domestic wastewater treatment facilities in municipal wastewater treatment plants, residential areas and industrial enterprises shall execute "Discharge Standard Of Pollutants For Municipal Wastewater Treatment Plant" (GB 18918); medical organizations shall execute "Discharge Standard of Water Pollutants for Medical Organization" (GB 18466).
1.3 The pollutant discharging units within the implementation scope of the special discharge limits in national water pollutant discharge standard execute relevant regulations of the nation and Shanghai.
1.4 Except that the pollutant discharging units beyond the specialized range in 1.2 and 1.3 discharge water pollutants to the areas beyond the specially-protected waters specified in this standard or the municipal drainage systems set with sewage treatment plant, domestic waste landfill sites execute "Standard for Pollution Control on the Landfill Site of Municipal Solid Waste"(GB 16889), livestock and poultry breeding industry executes "Discharge Standard of Pollutants for Livestock and Poultry Breeding" (GB 18596), pulp and paper industry executes "Discharge Standard of Water Pollutants for Pulp and Paper Industry" (GB 3544), electroplating enterprise and electroplating facilities execute "Discharge Standard for Pollutants from Electroplating" (GB 21900), down industry executes “Discharge Standards of Water Pollutants for Down Industry” (GB 21901), synthetic leather and artificial leather industry execute "Discharge Standards of Water Pollutants for Down Industry"(GB 21902), pharmaceutical industry chemical synthesis products category executes "Discharge Standards of Water Pollutants for Pharmaceutical Industry Chemical Synthesis Products Category"(GB 21904), pharmaceutical industry Chinese traditional medicine category executes "Discharge Standards of Water Pollutants for Pharmaceutical Industry Chinese Traditional Medicine Category" (GB 21906), pharmaceutical industry mixing/compounding and formulation category executes "Discharge Standards of Water Pollutants for Pharmaceutical Industry Mixing/Compounding and Formulation Category" (GB 21908), sugar industry executes "Discharge Standard of Water Pollutants for Sugar Industry" (GB 21909), heterocyclic pesticides industry executes "Effluent Standards of Pollutants for Heterocyclic Pesticides Industry" (GB 21523), ordnance industry powder and explosive executes "Discharge Standard for Water Pollutants from Ordnance Industry Powder and Explosive" (GB 14470.1), ordnance industry executes "Discharge Standard for Water Pollutants from Ordnance Industry Initiating Explosive Material and Relative Composition" (14470.2), ordnance industry ammunition loading executes "Discharge Standard for Water Pollutants from Ordnance Industry Ammunition Loading" (GB 14470.3), bio-pharmaceutical industry executes "The Discharge Standard of Pollutants for Bio-Pharmaceutical Industry" (DB 31/373) and semiconductor industry executes "The Discharge Standards of Pollutants for Semiconductor Industry" (DB 31/374). After issuance of this standard, the industries, for which new national or local industrial water pollutant discharge standards are issued, discharging water pollutants to the areas beyond specially-protected waters, shall comply with the corresponding national or local industrial water pollutant discharge standards according to the application scope.
