This standard is formulated in order to implement the Environmental protection law of the People's Republic of China, the Law of the People's Republic of China on the prevention and control of atmospheric pollution, the Regulations of Tianjin Municipality on Prevention and Control of Air Pollution and other laws and regulations, strengthen the emission control and management of odor pollutants in Tianjin, improve the ambient air quality, and protect human health.
This standard is a revision of Emission Standard for Odor Pollutants (DB12/-059-95). The main contents of this revision are as follows:
——Eleven emission control requirements for odor pollutants have been added;
——The emission control requirements for some odor pollutants have become more stringent;
——The calculation method of the maximum allowable emission rate of the stack has been adjusted;
——The monitoring requirements has been updated.
This standard is a general emission standard of air pollutant, and it is the basic requirement of odor pollutant emission control in Tianjin. The odor emission control requirements stipulated in the industrial pollutant emission standards issued by the state or Tianjin shall be implemented according to its provisions; unspecified odor emission control requirements shall be implemented in accordance with this standard.
This standard was proposed by and is under the jurisdiction of the Tianjin Ecology and Environment Bureau.
This standard was approved by Tianjin Municipal People’s Government on December 17th, 2018.
This standard was first issued in November 1995, and is revised for the first time.
Emission standards for odor pollutants
1 Application scope
This standard specifies the requirements of emission limits, monitoring and control of odor pollutants from stationary pollution sources, as well as relevant provisions for the implementation and supervision of the standard.
This standard is applicable to the odor pollutant emission management of the responsible subjects for odor pollution sources within the jurisdiction of Tianjin, as well as the environmental impact assessment of new construction, reconstruction and expansion projects, the design of environmental protection facilities, the completion and acceptance of environmental protection, the issuance of pollutant emission permission, and the management of odor pollutant emission after completion and operation.
This standard is applicable to legal pollutant behaviors. The site selection of the existing pollution source and the management of the current pollution source in special protection areas shall comply with the relevant provisions specified in laws, regulations and rules such as Law of the People's Republic of China on the Prevention and Control of Atmospheric Pollution, Law of the People's Republic of China on Environmental Impact Assessment, Regulations of Tianjin Municipality on Environmental Protection and Regulations of Tianjin Municipality on Prevention and Control of Atmospheric Pollution.

3 Terms and definitions
For the purposes of this standard, the following terms and definitions apply.

odor
all odor gases that stimulate the olfactory organs, cause people to feel unpleasant and damage the living environment
3.2
responsibility subject of odor pollution source
enterprises, institutions and other producers and operators that produce odor pollutants in production and business activities
3.3
odor concentration
dilution ratio of the odor sample continuously diluted with odorless air to the olfactory threshold
3.4
maximum allowable emission rate
upper limit of pollutants mass emitted in any one hour by a stack at a certain height
3.5
stack height
the height measured from the ground plane where the stack (or its main building structure) is located to the outlet of the stack, m
3.6
boundary
legal boundary of responsible subject of odor pollution source. or actual boundary If the legal boundary cannot be determined
3.7
existing pollution source
enterprises or facilities that have been established and put into production and whose environmental impact assessment documents have been approved before the date of implementation of this standard.

4 Requirements for pollutants emission control
4.1 Existing pollution sources shall be implemented from the implementation date of this standard: existing pollution sources shall be implemented from January 1, 2020.
4.2 limits for pollutants emission and boundary concentration
The responsible subjects of odor pollution sources shall be compared with the control items in Table 1 and Table 2, actively identify the odor pollutants emitted by them, and take effective control measures to make them meet the corresponding limits in Table 1 and Table 2.
