0 Introduction
This document is developed based on the safety risks and certification risks of tyres for motor vehicles, and it stipulates the basic principles and requirements for implementation of compulsory product certification for tyres for motor vehicles.
This document shall be used together with general implementation rules including Implementation rules for compulsory product certification - Manufacturing enterprise classification management, certification mode selection and determination, Implementation rules for compulsory product certification - Utilization of testing resources and other certification results of manufacturing enterprises, and Implementation rules for compulsory product certification - General requirements for factory inspection issued by CNCA.
The certification body shall, in accordance with the requirements of general implementation rules and this document, develop detailed implementation rules for certification for use together with general implementation rules and this document.
The applicant shall be able to bear corresponding quality and legal responsibilities related to its products applied for certification, including recall and warranty.
The manufacturing enterprise and the importer shall ensure the continued compliance of the certified products they produce or import with the requirements of the certification and applicable standards.
The compulsory product certification activities in ODM mode shall also meet the requirements of Supplementary provisions concerning ODM mode in the implementation rules for compulsory product certification.
1 Application scope
This document is applicable to new pneumatic tyres for motor vehicles, including passenger car tyres and truck tyres, motorcycle tyres, which are originally designed for motor vehicles of Categories M, N, O and L (see GB/T 15089 for the classification and definition of vehicles).
This document is not applicable to retreaded tyres and tyres specially designed for racing.
Any adjustment to the application scope caused by any change(s) in laws and regulations, related product standards, technologies, industrial polices and other factors shall be subject to the announcement issued by CNCA.
2 Certification standards
GB 9743 Passenger car tyres, GB 9744 Truck tyres and GB 518 Motorcycle tyres.
In principle, the latest editions of the certification standards issued by the national administrative department in charge of standardization shall apply. Any addition of new applicable standards or use of other editions, where necessary, shall be subject to the announcement issued by CNCA stating that corresponding standards are applicable.
3 Certification mode
The basic modes for compulsory certification of tyres for motor vehicles are as follows:
Enterprise quality assurance capacity and product consistency inspection + type test + post-certification supervision;
Note: The enterprise quality assurance capacity and product consistency inspection of tyre products for motor vehicles shall be carried out in the manner of Conformity of Production (CoP) inspection.
The post-certification supervision above refers to the post-certification follow-up inspection, sampling testing or inspection on production site, market sampling testing or inspection, or their combinations.
The certification body shall implement the classified management on the manufacturing enterprises in accordance with the requirements of the Implementation rules for compulsory product certification - Manufacturing enterprise classification management, certification mode selection and determination and add sampling testing or inspection on production site, market sampling testing or inspection and other relevant elements, as appropriate, based on the basic certification modes in combination with the classified management results, so as to determine the applicable certification mode for the applicant.
4 Division of certification unit
In principle, tyres of the same category [Note 1], the same structure [Note 2] and the same series [Note 3], produced by the same producer (manufacturer) and the same manufacturing enterprise (workplace) are divided into one certification unit.
The applicant proposes the certification application according to the unit division principle.
Note 1: Category: passenger car tyres, truck tyres, and motorcycle tyres.
Note 2: Structure: radial tyres, diagonal tyres, and bias-belted tyres.
Note 3: Series: product series specified in GB/T 2978 Size designation, dimensions, inflation pressure and load capacity for passenger car tyres, GB/T 2977 Size designation, dimensions, inflation pressure and load capacity for truck tyres, GB/T 2983 Series of motorcycle tyres, and/or relevant technical documents of the industry.
