GB 16423-2006 Safety regulations for metal and nonmetal mines 3 Terms and definitions 3.1 personnel regional positioning system system consists of host computer, transmission interface, base station (card reader), identification card, transmission cable and other equipment and management software, which has the functions of monitoring, displaying, printing, storing, inquiring, alarming and managing information such as card-carrying personnel's exit/entry time, key area's exit/entry time, working time, underground and key area's personnel number, underground personnel's activity route 3.2 host computer device with the functions of monitoring signal reception, data display, inquiry and statistics, man-machine dialogue, disk storage, sound and light alarm, control printing and output, and connection with management network 3.3 transmission interface interface that receives the signal from substation and sends it to the host for processing; receives the host signal and sends it to the corresponding substation; controls the sending and receiving of substation, the modulation and demodulation of multiplexed signals, and has the functions of system self-inspection 3.4 base station (card reader) device that reads the information used for identifying persons in the identification card through wireless mode and transmits the information to the transmission interface 3.5 identification card card with electronic data in the agreed format carried by underground personnel 3.6 the absentees persons who fail to arrive at the designated place within the specified time 3.7 identifiable area wireless coverage area for the system to correctly identify the identification card carried by a card-carrying personnel 3.8 key area all entry and exit drifts of production level and sublevel, main bifurcation drift, underground blasting material warehouse, emergency refuge facilities and other areas

金属非金属地下矿山人员定位系统建设规范 1 范围 本标准规定了金属非金属地下矿山人员定位系统的安装、维护和管理要求。 本标准不适用于与煤共生、伴生的金属非金属地下矿山。 2 规范性引用文件 下列文件对于本文件的应用是必不可少的。凡是注日期的引用文件，仅注日期的版本适用于本文件。凡是不注日期的引用文件，其最新版本（包括所有的修改单）适用于本文件。 GB 16423—2006 金属非金属矿山安全规程 3 术语和定义 3.1 人员定位系统 personnel regional positioning system 由主机、传输接口、分站（读卡器）、识别卡、传输线缆等设备及管理软件组成的系统，具有对携卡人员出/入井时刻、重点区域出/入时刻、工作时间、井下和重点区域人员数量、井下人员活动路线等信息进行监测、显示、打印、储存、查询、报警、管理等功能。 3.2 主机 host 具有监测信号接收、数据显示查询及统计、人机对话、磁盘存储、声光报警、控制打印输出、与管理网络联接等功能的计算机装置。 3.3 传输接口 transmission interface 接收分站发送的信号，并送主机处理；接收主机信号、并送相应分站；控制分站的发送与接收，多路复用信号的调制与解调，并具有系统自检等功能。 3.4 分站（读卡器） base station（card reader） 通过无线方式读取识别卡内用于人员识别的信息，并发送至传输接口的装置。 3.5 识别卡 identification card 由下井人员随身携带、保存有约定格式电子数据的卡片。 3.6 工作异常人员 the absentees 未在规定时间到达指定地点的人员。 3.7 识别区域 identifiable area 系统能正确识别携卡人员所携带识别卡的无线覆盖区域。 3.8 重点区域 key area 各生产中段和分段进出巷道及主要分叉巷道、井下爆破器材库、紧急避险设施等区域。 3.9 最大位移识别速度 maximum identifiable moving velocity 系统能正确识别识别卡时，携卡人员具有的最大位移速度。 3.10 漏读率 misreading rate 携卡人员以最大位移速度和最大并发数量通过识别区时，系统漏读和误读的最大量与通过识别区的识别卡总数的比值。 3.11 并发识别数量 concurrent identification number 多个携卡人员以最大位移速度同时通过识别区时，系统能正确识别的最大数量。 3.12 巡检周期 polling period 主机依次对所有分站（读卡器）进行一次信息巡查所需时间。 4 建设要求 4.1 井下最多同时作业人数不少于30人的金属非金属地下矿山应建立完善人员定位系统；井下最多同时作业人数少于30人的金属非金属地下矿山应建立完善人员出入井信息管理制度，准确掌握井下各个区域作业人员的数量。 4.2 人员定位系统应进行设计，并按照设计要求进行建设。鼓励将人员定位系统与监测监控系统、通信联络系统进行总体设计、建设。 4.3 人员定位系统应具有以下监测功能： ——监测携卡人员出/入井时刻、出/入重点区域时刻等； ——识别多个人员同时进入识别区域。 4.4 人员定位系统应具有以下管理功能： ——携卡人员个人基本信息，主要包括卡号、姓名、身份证号、出生年月、职务或工种、所在部门或区队班组； ——携卡人员出入井总数、个人下井工作时间及出入井时刻信息； ——重点区域携卡人员基本信息及分布； ——携卡工作异常人员基本信息及分布，并报警； ——携卡人员下井活动路线信息； ——携卡人员统计信息，主要包括工作地点、月下井次数、时间等； ——按部门、区域、时间、分站（读卡器）、人员等分类信息查询功能； ——各种信息存储、显示、统计、声光报警、打印等功能。 4.5 人员定位系统应满足以下主要技术指标： ——最大位移识别速度不小于5 m/s； ——并发识别数量不小于80； ——漏读率不大于10－4； ——巡检周期不大于30 s； ——识别卡与分站（读卡器）之间的无线传输距离不小于10 m。 4.6 人员定位系统主机应安装在地面，并双机备份，且应在矿山生产调度室设置显示终端。 4.7 人员出入井口和重点区域进出口等地点应安装分站（读卡器）。 4.8 分站（读卡器）应安装在便于读卡、观察、调试、检验、且围岩稳固、支护良好、无淋水、无杂物、不容易受到损害的位置。 4.9 主机及分站（读卡器）的备用电源应能保证连续工作2 h以上。 4.10 识别卡应专人专卡，并配备不少于经常下井人员总数10%的备用卡。 4.11 每个下井人员应携带识别卡，工作时不得与识别卡分离。 4.12 应配备检测识别卡工作是否正常的装置，工作不正常的识别卡严禁使用。 4.13 电缆和光缆敷设应符合GB 16423—2006中6.5.2的相关规定。 4.14 人员定位系统应取得矿用产品安全标志。 4.15 人员定位系统安装完毕，经验收合格后方可投入使用。 5 维护与管理 5.1 应指定人员负责人员定位系统的日常检查与维护工作。 5.2 识别卡发放及信息变更应由专人负责管理。 5.3 应定期对人员定位系统进行巡视和检查，发现故障及时处理。在故障期间，若影响到对井下人员情况的监控，应采用人工监测，并做好记录。 5.4 应建立以下账卡及报表： ——设备、仪表台账； ——设备故障登记表； ——检修记录； ——巡检记录。 5.5 应绘制人员定位系统布置图，并根据实际情况的变化及时更新。布置图应标明分站（读卡器）等设备的位置、信号线缆和供电电缆走向等。 5.6 应每3个月对人员定位系统信息资料、数据进行备份，备份数据应保存6个月以上。 5.7 相关图纸、技术资料应归档保存。
