1 Basic Requirements

4.2.1 The buildings and the attached facilities must not be constructed which extrude the boundary line of roads and filed, the architectural outshoot that can not extrude are:
----Underground building and attached facilities, including structural retaining pile, retaining wall, basement, bottom plate and its foundation of basement, cesspool and so on;
----Up-ground building and attached facilities, including porch, corridor, balcony, outdoor stair, step, ramp, flower pool, enclosure, platform, apron open sewer, air inlet and outlet of basement, passageway of basement, inlet well, light well and so on;
----Other facilities except connecting the city’s municipal public facilities like pipelines, funnels, over bridges and so on in the site.
6.6.3 Protective railing shall be set for such free positions as balcony, side corridor, indoor circular corridor, interior courtyard, person bearing roof and outdoor stair, and comply with
1 Railing shall be fabricated by firm and perdurable materials, and able to bear horizontal load prescribed in load specifications;
4 Structures preventing children climbing must be adopted for railings in residences, nursery, kindergarten, primary/secondary school and special places for children, and clear distance between railings shall be no more than 0.11m when vertical rail is adopted;
6.7.2 Except for complying with regulations of fire prevention code, horizontal distance between wall surface and center line of railing or between railings, namely width of stair horse, for daily major traffic shall be determined by the number of pedestrian flow of 0.55+(0-0.15)m, and the number shall be no less than two. 0~0.15m is oscillation amplitude of human body in marching pedestrian flow, and upper limit value shall be taken for public buildings with crowd pedestrian flow.
6.7.9 Measures to prevent children from climbing and sliding must be adopted for stairs in nursery, kindergarten, primary/secondary school and special places for children when clear width of stair well exceeds 0.20m,and structures hard to climb shall be adopted for railing of stair, Clear distance between railings shall be no more than 0.11m when vertical rail is adopted;
6.12.5 For the room used as storage of food, foodstuff, seed or drugs, it is forbidden to use toxic materials as flooring when stored materials directly contacted with flooring, and the toxicity of materials shall be identified by relevant hygiene and disease control departments. Flooring materials with foreign flavor emitting shall not be adopted for stored food with strong flavor adsorption ability.
6.14.1 Pipe shaft, smoke flue, air relief shaft and garbage shaft shall be independently set and mustn’t be incorporated in one pipe system. In addition, they shall be fabricated by non-combustible materials.
2 Indoor Environment
2.1 Thermopower

3.2.5 Fender structures like external wall, roof and floor slab directly contact the outside air, or the partition of staircase without heating shall be calculated with thermal insulation, and its heat transfer resistance shall be greater than or equal to the minimum heat transfer resistance required by the building-based region.
4.3.1 The internal surface temperature of the thermal bridge part of the fender structure shall not be lower than the dew-point temperature of the indoor air.
4.4.4 The air tightness of the external window of the residential building and public buildings shall be in accordance with the following requirements:
1. in region with outdoor average wind velocity in winter of greater than or equal to 3.0m/s, the 1~6 floors building shall not be lower than III-level specified in current national standard "Graduation of Air Permeability and Their Test Method for Windows" GB7107; for 7~30 floors building, it shall not be lower than II-level specified in the above standard.
1. in region with outdoor average wind velocity in winter of less than 3.0m/s, the 1~6 floors building shall not be lower than IV-level specified in current national standard "Graduation of Air Permeability and Their Test Method for Windows" GB7107; for 7~30 floors building, it shall not be lower than III-level specified in the above standard.
5.1.1 On condition that the room is naturally ventilated, the highest temperature of the internal surface of the building roof and the east, west external wall shall meet the following formula’s requirements:

6.1.2 During the heating period, the allowable weight humidity increment of insulation materials of the fender structure increased by interior condensation and wetting shall be in accordance with those specified in Table 6.1.2.

2.2 Daylighting and IIIumination
GB 50033-2013 Standard for daylighting design of buildings
4.0.1 The direct natural lighting shall be provided in the bedroom, living room (hall) and kitchen of the residential building.
4.0.2 The daylighting in the bedroom and living room (hall) of the residential building shall not be less than standard value for daylighting Grade IV, and the daylighting factor of side daylighting shall not be less than 2.0%. The internal natural illuminance shall not be less than 300 lx.
4.0.4 The daylighting in the common classroom of educational building shall not be less than standard value for daylighting Grade III, the daylighting factor of side daylighting shall not be less than 3.0%, and the internal natural illuminance shall not be less than 450 lx.
4.0.6 The daylighting in the common ward of medical building shall not be less than standard value for daylighting Grade IV, the daylighting factor side daylighting shall not be less than 2.0%, and the internal natural illuminance shall not be less than 300 lx.

2.3 Sound insulation
